The book focuses on the networks of civic engagement that bring Hindu and Muslim urban communities together. Strong associational forms of civic engagement, such as integrated business organizations, trade unions, political parties, and professional associations, are able to control outbreaks of ethnic violence, Varshney shows. Vigorous and communally integrated associational life can serve as an agent of peace by restraining those, including powerful politicians, who would polarize Hindus and Muslims along communal lines.

Using archival research and elite interviews in five case studies spanning north, south, and east India, as well as a quantitative analysis of 589 districts, Ajay Verghese shows that the legacies of British colonialism drive contemporary conflict. Furthermore, the book raises significant concerns on the debates on crafting of decentralised institutions and executive opportunities that may facilitate ethnic accommodation thereby reducing the likelihood of such groups to pursue their goals through channels that are radical or extreme.
