Synopsis ESDP and Missile Defense by : Martin Agüera
"Security cooperation with Europe has been the bedrock of American strategy for more than 50 years. Today, that relationship is undergoing both stress and refinement as Europe moves toward a more unified political and security identity, and as the United States responds to a changing global security environment. While many issues have the potential to complicate U.S.-European security cooperation, few are more pressing than the U.S. pursuit of missile defense and Europe's construction of European Security and Defense Policy (ESDP). The author explains the relationship between missile defense and ESDP. He shows that, rather than serving as wedges between the United States and Europe, both of these can help construct a better security relationship. In fact, transatlantic cooperation and understanding of these issues is necessary for either of them to succeed."--SSI site.

Synopsis The European Security and Defense Policy by : Robert E. Hunter
The emergence of the European Security and Defense Policy (ESDP) in the last two-thirds of the 1990s and continuing into the new century, has been a complex process intertwining politics, economics, national cultures, and numerous institutions. This book provides an essential background for understanding how security issues as between NATO and the European Union are being posed for the early part of the 21st century, including the new circumstances following the terrorist attacks in New York and Washington on September 11, 2001. This study should be of interest to those interested in the evolution of U.S.-European relations, especially in, but not limited to, the security field; the development of institutional relationships; and key choices that lie ahead in regard to these critical arrangements.

Synopsis Britain and Ballistic Missile Defence, 1942-2002 by : Jeremy Stocker
Britain was the first country to come under sustained ballistic missile attack, during 1944-45. Defence against ballistic missiles has been a persistent, if highly variable, subject of political policy and technical investigation ever since. The British Second World War experience of trying to counter the V-2 attacks contained many elements of subsequent responses to ballistic missile threats. After the war, a reasonably accurate picture of Soviet missile capabilities was not achieved until the early 1960s, by which time the problem of early warning had largely been solved. From the mid-1960s on, British attention shifted away from the development of the country's own defences towards the wider consequences of US and Soviet deployments. After the end of the Cold War there was renewed interest in a limited active-defence capability against Third World missile threats. This well-researched book is primarily aimed at students of post-war British foreign and defence policies, but will also be of interest to informed general readers.

Synopsis Defending America by : Michael E. O'Hanlon
Arms control and missile defense are once again at the forefront of the American national security agenda. Not surprisingly, the debate has broken down along well-worn lines. Arms control advocates dismiss the idea of missile defense as a dangerous and costly folly. Missile defense advocates argue that the U.S. should move aggressively to defend itself against missile attack. With clear and lively prose free of partisan rhetoric, Defending America provides reliable, factual analysis of the missile defense debate. Written for a general audience, it assesses the current and likely future missile threat to the United States, examines relevant technologies, and suggests how America's friends and foes would react to a decision to build a national missile defense. Lindsay and O'Hanlon reject calls for large-scale systems as well as proposals to do nothing, instead arguing for a limited national missile defense.

Synopsis Irregular Enemies and the Essence of Strategy by : Colin S. Gray
The author offers a detailed comparison between the character of irregular warfare, insurgency in particular, and the principal enduring features of "the American way." He concludes that there is a serious mismatch between that "way" and the kind of behavior that is most effective in countering irregular foes. The author poses the question, Can the American way of war adapt to a strategic threat context dominated by irregular enemies? He suggests that the answer is "perhaps, but only with difficulty."

Synopsis NATO and European Security by : Alexander Moens
From the end of the Cold War to the terrorist attacks on the United States in September 2001, the NATO Alliance has changed profoundly. This book explores the multifaceted consequences of NATO's adjustment to new international and domestic political and security realities. Internal Alliance politics and matters of relative power within the membership have strongly influenced recent NATO developments. Several major issues challenging the Alliance are examined, including how the impact of efforts to develop an enhanced common European security and defense policy have affected NATO: whether missile defense is driving the United States and its European allies closer or further apart; how the experience of NATO in the Balkans and elsewhere brought alliance members together or made MATO cohesion more difficult to maintain; and in what way the changing role of NATO has influenced American and Canadian participation in the Alliance. An important guidepost to pivotal changes and likely NATO developments, scholars and policymakers of Atlantic and international politics will find these meditations indispensable. A number of authors also speculate on the likely changes for the alliance that will ensue in the wake of the September 11 terrorist attacks, and the possibility that NATO will soon modify its mission and responsibilities in reaction to the threat of international terrorism. Indeed many of the same strategies and strains that affected NATO cohesion over the past decade are likely to complicate efforts to maintain Alliance unity as part of the anti-terrorist coalition.
