The United Nations estimates that more than 2 billion people in over 40 countries are negatively affected by water shortages. Increasing demand for water has been identified as one of four major factors that will threaten human and ecological health over the next generation. As public health, development, economy and nature suffer, ensuring access to clean water is rising towards the top of government agendas. Water resources management is the aggregate of policies and activities used to provide clean water to meet human needs across sectors and jurisdictions and to sustain the water-related ecological systems upon which we depend. Knowledge that is crucial for water management is distributed across governments, non-governmental organizations and the water users themselves. In most circumstances, water management aims to address the interests of and integrate usage across hydrologically meaningful units, such as watersheds. Some management aspects, however, such as transboundary flows across multiple basins and inter-basin water transfers via channels or virtual water, may necessitate a broader geographical scope. Public participation aims actively to increase attention to and inclusion of the interests of those who are usually marginalized, e.g. politically disenfranchised minorities or poor people indirectly affected by water management. In this book, the authors identify successful mechanisms, approaches and practices for promoting public involvement in water resources management, including both conventional approaches and those based on information technology.

The litany of alarming observations about water use and misuse is now familiar—over a billion people without access to safe drinking water; almost every major river dammed and diverted; increasing conflicts over the delivery of water in urban areas; continuing threats to water quality from agricultural inputs and industrial wastes; and the increasing variability of climate, including threats of severe droughts and flooding across locales and regions. These issues present tremendous challenges for water governance. This book focuses on three major concepts and approaches that have gained currency in policy and governance circles, both globally and regionally—scarcity and crisis, marketization and privatization, and participation. It provides a historical and contextual overview of each of these ideas as they have emerged in global and regional policy and governance circles and pairs these with in-depth case studies that examine manifestations and contestations of water governance internationally. This present volume contains 18 contributions, papers presented in four technical sessions during the national seminar on Governance and Management of water. The volume analyses the present crisis of water from different aspects and provides an opportunity to address the challenges on effective water governance and management. By focusing on different cases from around the country, the colume generates new ideas and hopes for probable of such challenges.

In December 2002, a group of specialists on water resources from the United States and Iran met in Tunis, Tunisia, for an interacademy workshop on water resources management, conservation, and recycling. This was the fourth interacademy workshop on a variety of topics held in 2002, the first year of such workshops. Tunis was selected as the location for the workshop because the Tunisian experience in addressing water conservation issues was of interest to the participants from both the United States and Iran. This report includes the agenda for the workshop, all of the papers that were presented, and the list of site visits.

This book reviews the concept, contemporary research efforts and the implementation of Integrated Water Resources Management (IWRM). The IWRM concept was established as an international guiding water management paradigm in the early 1990ies and has become a vital approach to solving the problems associated with the topic of water. The book summarizes fourteen comprehensive IWRM research projects with worldwide coverage and analyses their motivations, settings, approaches and implementation of results. Aiming to be an up-to-date interdisciplinary scientific reference, this book provides a comprehensive theoretical and empirical analysis of contemporary IWRM research, examples of science based implementations and a synthesis of the lessons learnt. It concludes with some major future challenges, the solving of which will further strengthen the IWRM concept.

This study takes stock of the current water resources management in Armenia, including diagnosing the main sub-sectors (agriculture, urban, environment, and energy), reviewing the institutional framework and implementation status of water-sector policies, identifying the main challenges and making recommendations on the next steps.
