As the importance of the oceans to society grows, so does the need to understand their variation on many temporal and spatial scales. This need to understand ocean change is compelling scientists to move beyond traditional expeditionary modes of investigation. Observing systems will enable the study of processes in the ocean basins over varying timescales and spatial scales, providing the scientific basis for addressing important societal concerns such as climate change, natural hazards, and the health and viability of living and non-living resources along our coasts and in the open ocean. The book evaluates the scientific and technical readiness to move ahead with the establishment of a research-driven ocean observatory network, and highlights outstanding issues. These issues include the status of planning and development, factors that affect the timing of construction and installation, the cost and requirements for maintenance and operations, needs for sensor development and data management, the impact on availability of ships and deep submergence facilities, and the role of research-based observatories within national and international operational ocean observing systems being developed and implemented.

Ocean science connects a global community of scientists in many disciplines - physics, chemistry, biology, geology and geophysics. This enhanced understanding of the ocean is becoming ever more important in an economically and geopolitically connected world, and contributes vital information to policy and decision makers charged with addressing societal interests in the ocean. Science provides the knowledge necessary to realize the benefits and manage the risks of the ocean. Comprehensive understanding of the global ocean is fundamental to forecasting and managing risks from severe storms, adapting to the impacts of climate change, and managing ocean resources. In the United States, the National Science Foundation (NSF) is the primary funder of the basic research which underlies advances in our understanding of the ocean. Sea Change addresses the strategic investments necessary at NSF to ensure a robust ocean scientific enterprise over the next decade. This survey provides guidance from the ocean sciences community on research and facilities priorities for the coming decade and makes recommendations for funding priorities.

Deep-diving manned submersibles, such as Alvin, which gained worldwide fame when researchers used it to reach the wreck of the Titanic, have helped advance deep-ocean science. But many scholars in this field have noted that the number and capabilities of today's underwater vehicles no longer meet current scientific demands. At the same time, the relative value of manned and unmanned vehicles is often disputed. The report finds that new submersibles-both manned and unmanned-that are more capable than those in the current fleet are needed and would be of great value to the advancement of ocean research.

At the conclusion of the Global Ocean Data Assimilation Experiment (GODAE) in 2008 ocean analysis and forecasting services were being supported by 12 international centres. This book is about ocean forecasting - a maturing field which remains an active area of research, and includes such topics as ocean predictability, observing system design, high resolution ocean modelling and ocean data assimilation. It presents the introduction to ocean forecasting which provides a foundation for new opportunities in areas of coupled bio-geochemical forecasting and coupled atmosphere-wave-ocean forecasting. The book describes an updated account of research and development to improve forecast systems, determining how best to service the marine user community with forecast information as well as demonstrating impact to their applications. It also discusses operational centres that are now supporting a range of real-time ocean services including online graphical and data products for their user communities and their feedback on the quality of information. The deep sea covers over 60% of the surface of the earth, yet less than 1% has been scientifically investigated. There is growing pressure on deep-sea resources and on researchers to deliver information on biodiversity and the effects of human impacts on deep-sea ecosystems. Although scientific knowledge has increased rapidly in recent decades, there exist large gaps in global sampling coverage of the deep sea, and major efforts continue to be directed into offshore research. Biological Sampling in the Deep Sea represents the first comprehensive compilation of deep-sea sampling methodologies for a range of habitats. It reviews the real life applications of current, and in some instances developing, deep-sea sampling tools and techniques. In creating this book the authors have been able to draw upon the experiences of those at the coal face of deep-sea sampling, expanding on the existing methodological texts whilst encompassing a level of technical detail often omitted from journal publications. In the summer of 1803, Thomas Jefferson sent Meriwether Lewis and William Clark on a journey to establish an American presence in a land of unqualified natural resources and riches. Is it fitting that, on the 200th anniversary of that expedition, the United States, together with international partners, should embark on another journey of exploration in a vastly more extensive region of remarkable potential for discovery. Although the oceans cover more than 70 percent of our planet's surface, much of the ocean has been investigated in only a cursory sense, and many areas have not been investigated at all. Exploration of the Seas assesses the feasibility and potential value of implementing a major, coordinated, international program of ocean exploration and discovery. The study committee surveys national and international ocean programs and strategies for cooperation between governments, institutions, and ocean scientists and explorers, identifying strengths, weaknesses, and gaps in these activities. Based primarily on existing documents, the committee summarizes priority areas for ocean research and exploration and examines existing plans for advancing ocean exploration and knowledge.
