Insecurity is not just all pervasive but is reiterating its alarming overtones more forcefully than during the cold war era. There are now threats very different from a military attack on a nation's territory. The concept of National Security hence needs to be redefined. The gamut of its perceptions has undergone a paradigm shift. The context against which the policy makers seek to establish national security is undergoing tumultuous changes. While not downplaying the relevance of strategic means of maintaining national security, this book explores the emerging non-strategic threats to national security, with the obvious grave consequences on human security. Although the concept of deterrence precedes the Cold War, in modern times and in its traditional form deterrence is seen as the product of the Cold War, which transformed 'narrow' deterrence approaches into widespread orthodoxy. Increasingly however emerging threats and challenges call into question the traditional concept of deterrence. There are many elements that challenge the concept of deterrence and its effectiveness. For instance it is not just that the concept can be ambiguous and broad, but also there have to be a number of conditions for it to be successfully implemented. This collection contributes to a growing field of research in a relatively under-studied area of interrogating the concept of deterrence itself through a multi-disciplinary approach. Through the use of primary and secondary sources, as well as interviews, this book covers a wide range of disciplinary approaches on deterrence and the contributors cover a broad array of subjects. The research assembled here focuses on deterring extremism, conflict resolution and diplomacy, investigating technological developments, effects of globalisation, social movements, economics, the relationship of resilience to effective deterrence, and the associated complexity of contemporary interdependencies to create a contextualised concept of modern deterrence. This textbook examines non-traditional forms of security and expands the notion of security to include non-state actors and non-human actors. Proposing an expansive view of non-traditional forms of security that go beyond traditionally recognized issues of threats to state and national territory, this new textbook rests on the following premises: traditional state-centered threats, such as nuclear proliferation and espionage, remain a concern; old and new threats combine and create interlocking puzzles—a feature of wicked problems and wicked messes; because of the global erosion of borders, new developments of unconventional insecurity interact in ways that frustrate traditional conceptual definitions, conceptual maps, and national policies; unconventional security challenges which have traditionally been seen as "low politics" or "soft" issues are now being recognized as "hard security" challenges in the twenty-first century; many of the so-called "new" threats detailed here are in fact very old: diseases, gender violence, food insecurity, under-development, and crime are all traditional security threats, but deeply modified today by globalization. The chapters offer local and global examples and engage with various theoretical approaches to help readers see the bigger picture. Solutions are also suggested to these problems. Each chapter contains discussion questions to help readers understand the key points and facilitate class discussion. Emerging Threats to Energy Security and Stability January 23 to January 25, 2004, Windsor Castle, UK This two-day NATO-sponsored workshop was organised by the Windsor Energy Group and MEC International Ltd with support from NATO’s Science Committee. The workshop was designed to promote a public-private sector exchange on how best to address issues arising in energy security at a time of growing uncertainty. In particular, it sought to assess emerging threats to energy security and stability and discuss new security strategies to protect global energy supplies from regional instability and terrorism. The format involved a wide-ranging international group of poli- formers and advisers from NATO, Partner and other countries, in a unique forum for intensive expert discussion. Background The international community is increasingly conscious of the need to develop new energy security strategies in order to protect global energy supplies from regional instability and terrorism. Energy security is a vital element in international stability. However, a variety of energy-related economic, technical, and military/political factors pose serious challenges to the international community’s pursuit of energy security and stability: The global economy is expected to continue to be largely dependent on oil and gas for the next twenty to thirty years. Current levels of production may need to be doubled in this period, with most of the increment coming from the Gulf States who control 66% of global oil reserves and 40% of global natural gas reserves. There are forecasts of significant capacity shortfalls.
