Synopsis Effective Policing for 21st Century Israel by : Jessica Saunders

This PDF document was made available from rand.org as a public service of the RAND Corporation. Israel has changed dramatically since its founding, especially in the past two decades. There is a public interest in having the police provide a type and level of service that keeps pace with these changes. Despite relatively low crime rates, the public in Israel still perceives threats to personal security and expresses concern over quality of police service. This research developed, analyzed, and evaluated approaches to address issues of public perceptions and public trust in the police, benchmarking the police against other police organizations, performance measurement, as well as addressing deterrence and crime prevention concerns.

Synopsis No Justice, No Police? by : Matt Clement

Sparked by the brutal police murder of George Floyd, the second wave of the #blacklivesmatter protest movement has surged across more than 100 US cities, spilling into Brazil, South Africa, Paris and London - to name a few of the primary sites of active resistance. This is a new movement, international in scope, with a disproportionately large section of young people - black and white - using their own language and tactics to fundamentally challenge the whole range of racist institutions governing today’s globalised world. Matt Clement’s No Justice, No Police? The Politics of Protest and Social Change chronicles this movement as it continues to deepen and broaden.

Synopsis Policing for Peace by : Matthew Nanes

In communities plagued by conflict along ethnic, racial, and religious lines, how does the representation of previously-marginalized groups in the police affect crime and security? Drawing on new evidence from policing in Iraq and Israel, Policing for Peace shows that an inclusive police force provides better services and reduces conflict, but not in the ways we might assume. Including members of marginalized groups in the police improves civilians' expectations of how the police and government will treat them, both now and in the future. These expectations are enhanced when officers are organized into mixed rather than homogeneous patrols. Iraqis indicate feeling most secure when policed by mixed officers, even more secure than they feel when policed by members of their own group. In Israel, increases in police officer diversity are associated with lower crime victimization for both Arab and Jewish citizens. In many cases, inclusive policing benefits all citizens, not just those from marginalized groups.
