This book contains chapters on education leadership, management and governance in relation to schools in South Africa supplemented with a chapter on gender issues in Zimbabwe. It has been fifteen years since a new Constitution dawned, which promised a society based on the people of South Africa, that recognized the injustices of the past and would be built on fundamental human rights and justice for all no matter their race, ethnicity, or economic power. South Africa has moved a long way in developing a democratic society. The emergence of this book is the result of a collaborative effort of people with diverse cultural, social and ethnic roots, who share a common belief in the development of a just and equal society, and who share a specific interest in developing schools as a fundamental element in developing this equal and just society.

School Leadership for Democratic Education in South Africa explores the democratization and modernization of education in South Africa, analyzing the state of school leadership in South African schools from the time of the new democratic education dispensation in 1994 to the present day. There has been a resurgence of interest in training programmes for higher education leaders and management (HELM) at African universities in recent times. Although there have been a few cases of evaluation studies of such programmes in Africa, a more systematic review of the lessons learnt through these programmes has not been done. This book aims to document and reflect on the learnings from intervention programmes at three African higher education councils. It is clear that university leaders face many leadership and management challenges. This is the starting point of the book.

Increasingly the role of management and governance is recognized as important for providing and delivering effective services at all levels of education. In view of the growing demand for more and better services at secondary education levels, these are crucial issues that must be addressed urgently. Sub-Saharan Africa's secondary education and training systems must become more efficient and more effective. The current (unit) costs of junior and senior secondary education in most African countries prevent massive expansion of post-primary education. This demands a holistic approach to governance and management issues. In parallel, there is a demand from civil society and governments for greater accountability. This study aims to present best practices and identify sustainable development plans for expansion and improved quality and efficiency in the delivery of secondary education in Sub-Saharan Africa through better governance, management, and accountability.
