Across the globe educators are being required to respond to a changing political environment. New nations emerge out of the collapse of old empires; new democracies struggle out of old structures of oppression. Driven on by the fierce competitiveness of the ‘tiger economies’ of the east, old social welfare[1]based democracies are transformed into new market led enterprise societies. The essays in this international collection are a response from twenty-two educators to these changes and to the reassessment that they provoke of some of the fundamental principles which shape educational thought and practice. They focus in particular on four key clusters of issues to do with the role of education in cultivating: • national identity Authors from political settings as culturally distant as Lithuania and Taiwan consider what role, if any, nationalistic education might play in the context of a democratic liberal education. • market principles Contributors offer different perspectives on the internationally pervasive application of the principles of the market economy to education and the consequent ‘commodification’ of learning. • personal autonomy Different dimensions of the contested notion of autonomy are examined along with the related discourses of ‘edification’ and ‘empowerment’. • democratic citizenship From post-Soviet Russia to the new South Africa, in schools and in the context of professional training, educators examine what education for democratic citizenship might mean in practice and tease out some of the conflicts of principle which are raised in its implementation. The contributors are distinguished scholars drawn from every continent. They write consciously for an international readership and there is constant cross reference to developments in different parts of the world. All are practitioners in education sharing an interest in the philosophical issues underlying social change. The philosophical discussion is clearly rooted in and referred back to the world of educational practice and its political context.

Due to the economic and social effects of globalization democracy is currently in crisis in many states around the world. This book suggests that solving this crisis requires rethinking democratic education. It argues that educational public policy must cultivate democratic relationships not only within but also across and between states, and that such policy must empower citizens to exercise democratic control in domestic as well as in inter- and transnational politics. Democratic Education in a Globalized World articulates and defends democratic conceptions of global citizenship education and educational justice on the basis of a democratic understanding of global justice. It will be of interest to researchers across the fields of education, political theory, philosophy, development and postcolonial studies.

Beyond Bystanders calls for a shift in the professional self-image of teachers from agents of socialization to active advocates of human flourishing, social justice, and world betterment. The editors propose that it is irresponsible for teachers to posit themselves as bystanders and to conceive of globalization as something happening to them. Their role as educators in all disciplines must be to establish educational leadership that would empower students to critically evaluate developing global realities – mass migrations, socioeconomic inequalities, global warming, and the dehumanizing effects of submission to social media and consumerism – and achieve the overarching goals of humanization and facilitation of the fulfilling life. A shared commitment to humanist ethics, pedagogical activism, and social engagement at Kibbutzim College of Education (Tel Aviv) and Wagner College (New York) sparked this collaboration. The authors of the book include educational thinkers such as Nel Noddings, Michael Apple, David Hansen, Pasi Sahlberg, and Wiel Veugelers as well as scholars and practitioners from six different countries and diverse professional and cultural backgrounds. Academic freedom and institutional autonomy are essential for universities to produce the research and teaching necessary to improve society and the human condition. Academic freedom and institutional autonomy are increasingly important components of the development of democracy. At the same time, these fundamental democratic values are subject to pressure in many countries. The relationship between academic freedom, institutional autonomy and democracy is fundamental: it is barely conceivable that they could exist in a society not based on democratic principles, and democracy is enriched when higher education institutions operate on this basis. Higher education institutions need to be imbued with democratic culture and that, in turn, helps to promote democratic values in the wider society. None of these issues are simple and the lines between legitimacy and illegitimacy are sometimes hard to discern, as is illustrated by perspectives from Europe, North America, Asia, Australia and the Mediterranean region.

In Moral and Political Dimensions of Critical-Democratic Citizenship Education, Wiel Veugelers analyses theory, policy and practice of moral education and citizenship education in the past few decades. He shows that there are different orientations in national and global moral education and citizenship education. He criticises the strong orientation on the individual and on adaptation, and argues for more emphasises on social justice, equity and democracy. This volume brings together articles Veugelers published in the past 25 years. Each article is introduced by a reflection on the reasons for the article, its responses, and lessons that are still relevant. The book ends with a large chapter that overviews central developments and presents a programme for future theory, research, policy and practice in moral education and citizenship education with a strong focus on democracy and empowerment: the moral should become more political and the political more moral.

No political concept is more used, and misused, than that of democracy. The All-European Study gives a systematic description of Education for Democratic Citizenship (EDC) policies in the Council of Europe member states. Research was conducted in 2002 at national level, involving national EDC co-ordinators, practitioners and other stakeholders. In 2003 a group of experts produced five regional studies that were submitted for consultation to national authorities in member states with a final feedback given at the EDC Policy Seminar held in Strasbourg in September of the same year. The study contains recommendations and examples of good practice in EDC policy implem.
