This paper outlines the main characteristics and the development of the centrally planned economic sysetm in Romania before the beginnings of the transition to a market eonomy it then presents the design, objectives, and implementation of the reform program.

This volume examines corruption and provides tools and that can be utilized to combat it and encourage development. Using Romania as a case study, the authors argue that corruption can be reduced via institutional reforms and effective civic education. Describing various causes and types of corruption, the authors explore the causes and influences that result in corruption and the current political and bureaucratic practices that inhibit social, political or economic reform. The nations of Europe, including Romania, have different civil traditions varying in their intensity, cultural heritage, scope of activity, religious or non-religious affiliation, among other factors. Western Europe has experienced over a century of modern government involvement crowding out the efforts of traditional civil society, while Romania, along with the other Eastern nations of the former Soviet bloc, experienced almost a half-century of systematic efforts by communist regimes to eradicate and control all spheres of voluntary, nongovernmental civil life. Moreover, the inexperience and immaturity of Romanian society in the early transition period after communism, particularly its so-called “entrepreneurial class,” have discredited and abused the concept of civil society, utilizing it solely for tax benefits and selfish purposes. Having had to learn the hard way about some of the key aspects of public administration often taken for granted in other countries more experienced in democratic participation, Romania has most recently made significant progress toward overcoming corruption and implementing reforms and policies that will allow it to participate more fully in the global arena.

Given the political, financial, social, and economic conditions inherited from Communist rule, Romania's new government concluded that a shock therapy approach to reform would create unmanageable chaos and enduring instability. Though committed to economic liberalization, decisionmakers espoused a gradualist approach to economic reform. The government pursued its objectives by implementing policies it considered functionally operational. Although Romania experienced the macro dislocations and downturns that are common in transitional economies in the region, the country sustained shallower recessions, lower inflationary spirals, and shorter production losses than many reforming economies. This study analyzes how, against calculated probabilities and within a relatively short time period, Romania has stabilized and assembled all the basic ingredients for a successful transformation from a centralized system to a market-driven economy. The lessons derivable from Romania's relatively successful experiment with systemic transformation could be beneficial to reform architects in all newly liberalized economies in Eastern Europe. The conclusions of this study reinforce the view that it is imperative to examine and foster the existing preconditions, including political, institutional, and financial components, before subjecting an economy to extensive and intensive shocks that could be judiciously mitigated or circumvented. Unlike other newly liberalized economies in Eastern Europe, where the once disgraced Communists have returned to power, sympathy for a centralized system has been steadily and swiftly declining in Romania. The primary factor in Romania's success, the author claims, is its circumspect approach to reform.

This book analyses the multidimensional condition of the Romanian industrial landscape, which played host to a multitude of demo-economic, financial, trade, and trans- and inter-sectoral development practices before the intense period of European deindustrialisation. The authors stress the need to recognise the economic importance of industry and renewed investment in infrastructure, tracing its impact on GDP, growth and labour productivity. With a focus on R&D, technological innovations and government funding, this volume highlights a strategy for the reindustrialisation, with consistent enablers, of Romania that can also be applied to other EU countries to ensure positive economic development in the context of new European and international policies. Awarded the prize for best book in Economics published in the academic year 2017-2018 by the Romanian Association of Economics Faculties (AFER).

Since it was first published more than forty years ago, Sources of Japanese Tradition, Volume 2, has been considered the authoritative sourcebook for readers and scholars interested in Japan from the eighteenth century to the post-World War II period. Now greatly expanded to include the entire twentieth century, and beginning in 1600, Sources of Japanese Tradition presents writings by modern Japan's most important philosophers, religious figures, writers and political leaders. The volume also offers extensive introductory essays and commentary to assist in understanding the documents' historical settings and significance. Wonderfully varied in its selections, this eagerly anticipated expanded edition has revised many of the texts from the original edition and added a great many not included or translated before. New additions include documents on the postwar era, the importance of education in the process of modernization, and women's issues. Beginning with documents from the founding of the Tokugawa shogunate, the collection's essays, manifestos, religious tracts, political documents, and memoirs reflect major Japanese religious, philosophical, social and political movements. Subjects covered include the spread of neo-Confucian and Buddhist teachings, Japanese poetry and aesthetics, and the Meiji Restoration. Other documents reflect the major political trends and events of the period: the abolition of feudalism, agrarian reform, the emergence of poltical parties and liberalism, and the Sino-Japanese and Russo-Japanese Wars. The collection also includes Western and Japanese impressions of each other through Western religious missions and commercial and cultural exchanges. These selections underscore Japanese and Western apprehension of and fascination with each other. As Japan entered the twentieth century, new political and social movements -- Marxism, anarchism, socialism, nationalism, and feminism -- entered the national consciousness. Later readings in the collection look at the buildup to war with the United States, military defeat and American occupation. Documents from the postwar period echo Japan's struggle with its own history and its development as a capitalist democracy.

This book offers an in-depth case study of Romania’s land and agricultural reforms from mid-19th century and up to 2000, offering a historical account of agricultural reforms in post-communist Romania in the light of more than a century of social and economic development experiments. Taking a ‘dual economy’ analytic perspective, the book examines the impact of structural and agricultural reforms on the country's economic development and provides an analysis of the ideas and models that stood behind policy reforms aiming at the modernization of an economy and society defined by dualism and late development.

After fifteen years of transition in the former communist states of Central and Eastern Europe it has become clear that for a substantial number the objective of reform and restructuring process is a market system in line with membership of the EU. In this study the long term economic transformation of Romania is studied, offering a detailed narrative and thematic account of events from the nineteenth to the twenty-first centuries. From the first steps towards large scale industrialisation begun prior to the First World War, through the accelerated pace set by the communist regime after 1945 and the uncertainty following its subsequent collapse in 1989, the book addresses a wide range of pertinent issues that have shaped Romania's economic development. The study also offers an interpretation of a distinctive phase in the modernisation of post-communist Romania, supported by economic-historical surveys of the proceeding century as a context for recent restructuring on the eve of EU accession. This is linked with trends in the region as a whole so that a broad perspective is maintained throughout the book. By highlighting Romania's position as one of more backward accession states and considering in what ways its experience during transition differs from the more developed states of the region, this study offers a valuable insight into both the history of Romania, and its future prospects. Furthermore it provides a valuable case study that can be compared and contrasted with other countries who are likewise still grappling with the legacy of a centralised economy, and in the process of adopting a more market orientated approach in order to gain EU membership. As such this study will be of interest not only to historians and economists, but anyone with an interest in the expansion of the European Union.
