Local participation is the new democratic imperative. In the United States, three-fourths of all cities have developed opportunities for citizen involvement in strategic planning. The World Bank has invested $85 billion over the last decade to support community participation worldwide. But even as these opportunities have become more popular, many contend that they have also become less connected to actual centers of power and the jurisdictions where issues relevant to communities are decided. With this book, Gianpaolo Baiocchi and Ernesto Ganuza consider the opportunities and challenges of democratic participation. Examining how one mechanism of participation has traveled the world—with its inception in Porto Alegre, Brazil, and spread to Europe and North America—they show how participatory instruments have become more focused on the formation of public opinion and are far less attentive to, or able to influence, actual reform. Going all the way back to the time of George Washington, much of what we see and hear in the political world consists of lies and deceptions. Despite assurances to the contrary, politics is not about truth, justice, and principle. It is about money, power, and status. As astute political commentator Ben Ginsberg convincingly demonstrates, politicians habitually lie, pretending to fight for principles, in order to conceal their true selfish motives. Citizens who need the frequent injunctions to participate in politics and abjure political cynicism are likely to be duped into contributing their tax dollars and even their lives for dubious purposes. Most individuals gain little from political participation. Participants are the foot soldiers of political warfare, but even if their side is victorious, they receive few of the spoils of war. Thus, in this new political season, Ginsberg encourages citizens to think outside the (ballot) box, finding new ways to act on behalf of their interests and the public good. But if they do vote, their motto should be when in doubt vote them out. The elections of 2008 are a good time to begin.

What are the conditions and factors that drive people to protest against government economic policies in the developing world? Distinguished Scholarship Award of the Pacific Sociological Association (2015) Paul Almeida’s comparative study of the largest social movement campaigns that existed between 1980 and 2013 in every Central American country (Costa Rica, El Salvador, Guatemala, Honduras, Nicaragua, and Panama) provides a granular examination of the forces that spark mass mobilizations against state economic policy, whether those factors are electricity rate hikes or water and health care privatization. Many scholars have explained connections between global economic changes and local economic conditions, but most of the research has remained at the macro level. Mobilizing Democracy contributes to our knowledge about the protest groups “on the ground” and what makes some localities successful at mobilizing and others less successful. His work enhances our understanding of what ingredients contribute to effective protest movements as well as how multiple protagonists—labor unions, students, teachers, indigenous groups, nongovernmental organizations, women’s groups, environmental organizations, and oppositional political parties—coalesce to make protest more likely to win major concessions. Reliance on the private military industry and the privatization of public functions has left our government less able to govern effectively. When decisions that should have been taken by government officials are delegated (wholly or in part) to private contractors without appropriate oversight, the public interest is jeopardized. Books on private military have described the problem well, but they have not offered prescriptions or solutions this book does.
