This book rethinks economic theory and calls for a creative and pragmatic approach to policymaking. It examines what development and sustenance of economic progress mean, and how these may be facilitated. The relevance of this issue has received fresh impetus from the significant changes in the degree and pattern of international economic relations that are unfolding across the world, posing both opportunities and challenges. While globalisation of goods and financial markets may have delivered high growth for some nations, the distribution of the benefits has often been highly unequal, with gains to owners of capital and skills being disproportionately higher compared to that of labour, especially the unskilled. Widening and persistent inequalities have been at the heart of rising polarisation and spread of conflicts that threaten the social fabric. This work emphasises the relevance of a broad policy framework based on building individual capabilities and in line with a human-centric perspective. At the same time, it points out the crucial need to create policy space for macroeconomic stability and to accommodate heterodox influences, especially when conventional wisdom proves inadequate, as starkly demonstrated inter alia during the recent global financial crisis. This festschrift, dedicated to Deepak Nayyar, presents chapters on diverse themes that address the persisting global problems of poverty, inequality and sustaining development. Why have Taiwan, rich parts of China, and Thailand boomed famously, while the Philippines has long remained stagnant both economically and politically? Do booms abet democracy? Does the rise of middle "classes" promise future liberalization? Why has Philippine democracy brought no boom and barely served the Filipino people? This book, unlike previous books, shows that both the roots and results of growth are largely political, not just economic. Specifically, it pays attention to local, not just national, power networks that caused or prevented growth in the aforementioned countries. Violence has been common in these politics, along with money. Elections have contributed to socio-political problems that are also obvious in Leninist or junta regimes, because elections are surprisingly easy to buy with corrupt money from government contracts. Liberals should pay more serious theoretical attention to the effects of money on justice, and Western political science should focus more clearly on the ways non-state local power affects elections. By considering the role of local money and power (above all, from small- and medium-sized firms that emerged after agrarian reforms) on elections and justice, this book asks democrats squarely to face the extent to which electoral procedures have failed to help ordinary citizens. Students and scholars of Asia will all need this book - as will students of the West whose methods have become parochial.

From the mid-1950s to the mid-1970s, Japan experienced an unprecedented level of economic growth, transforming itself from a war-devastated country to a global economic power. Our image of postwar Japan has been shaped by this event, and we tend to see its history as a story of great national success. Cinema of Discontent challenges this view and details the tensions generated by massive and intense capitalist development through analyses of popular cinema produced during the era of high-speed growth. The films discussed in this book, directed by Kawashima Yūzō, Masumura Yasuzō, Inoue Akira, Ezaki Mio, and Kumashiro Tatsumi, attracted broad audiences yet remain understudied. Cinema of Discontent contextualizes these films in relation to the politics, economy, intellectual discourse, and cultural texts of the time. By doing so, it demonstrates how these films address problems immanent to Japan's postwar capitalism, including uneven development, increasing corporate control over individuals, precarious and contingent work, and militarized peace and prosperity.
