These developments can be observed at the national, regional, and local level of political systems. In the Baltic States, referendums are being activated either automatically, by public authorities or by the citizens. In each republic, however, there are several citizen-unfriendly legal obstacles that do not only restrict the use of these democratic tools but also lead to a poor performance in generating binding popular decisions.

Since the collapse of the Soviet Union the political history of Central and Eastern Europe has been mainly the story of arise, consolidation, transformation and struggles of new democratic regimes and societies. The European Union is grappling with a democracy problem. The succession of crises which have plagued the increasingly executive EU for years, has led to a rising cacophony of voices calling for fundamental change to the integration project. Yet despite the seismic shock of the Brexit referendum and the electoral upsets by nativist parties across the continent, few of the plans for EU reform include concrete proposals to reduce the age-old democratic deficit. This book is concerned with the two-pronged question of how the relationship between citizens, the state and EU institutions has changed, and how direct democratic participation can be improved in a multi-layered Union. As such, this edited volume focuses not on populism per se, nor does it deeply engage with policy and output legitimacy. Rather, the research is concerned with process and polity. Building on the notion of increasing social, economic and political interdependence across borders, this volume asks how a sense of solidarity and European identity can be rescued from the bottom up by politically empowering citizens to ‘take back control’ of their EU.

This book explores the ways in which representative democracy works in two neighbouring collections of European states: the Nordic (Denmark, Finland, Iceland, Norway and Sweden) and the Baltic (Estonia, Latvia and Lithuania). Starting from a Nordic vantage point, contributors explore the extent to which aspects of politics function similarly or dissimilarly across the two groups of democratic states, acknowledging the differences in models of democracy that occur within each group. Authors explore the possibility that some of the apparently successful institutional features of Nordic politics have somehow influenced politics in the Baltic states, despite the considerable contextual differences between the two groups. The Nordic-Baltic comparison is particularly worthy of study, given the comparative stability of the Nordic democracies and the half century of occupation by a totalitarian dictatorship that the Baltic states endured. The central, guiding questions are: how does political representation work in countries that have a lot in common, but also a few significant contextual dissimilarities; and what, if any, relationships between the respective styles of democracy can be identified? Using a variety of theories, perspectives and methods, the empirical studies that populate the book seek to offer reflections on these questions.

This is the first book to present the law of the Baltic States in one comprehensive and coherent volume in English. The Baltic States region, which was incorporated by the Soviet Union for 50 years and now is the only such territory in the EU, continues to be characterized by a number of unique traits, problems and developmental trends.
