This report aims to identify the different scenarios where the process of digital transformation is taking place in agriculture. This identifies those aspects of basic conditions, such as those of infrastructure and networks, affordability, education and institutional support. In addition, enablers are identified, which are the factors that allow adopting and integrating changes in the production and decision-making processes. Finally identify through cases, existing literature and reports how substantive changes are taking place in the adoption of digital technologies in agriculture.

This book shares research and practice on current trends in digital technology for agricultural and rural development in the Global South. Growth of research in this field has been slower than the pace of change for practitioners, particularly in bringing socio-technical views of information technology and agricultural development perspectives together. Though entrepreneurship has been studied for decades, in recent years, the study of “rural entrepreneurship” has emerged as an upcoming subtopic of the area. With the growth and continual ease of utilizing digital technologies to support entrepreneurial activities, these technologies now provide unique opportunities for advancing rural entrepreneurship. Though prior research focused on challenges for IT use in rural areas that specifically investigated investment and management issues, it is important to study all challenges and opportunities involved in this developing area of research. Rural Entrepreneurship and Innovation in the Digital Era is a pivotal reference source that provides vital research on the utilization of digital technologies in rural business ventures. This study—which includes a pilot intervention in Kenya—aims to further the state of knowledge about the emerging trend of disruptive agricultural technologies (DATs) in Africa, with a focus on supply-side dynamics. The first part of the study is a stocktaking analysis to assess the number, scope, trend, and characteristics of scalable disruptive technology innovators in agriculture in Africa. From a database of 434 existing DAT operations, the analysis identified 194 as scalable. The second part of the study is a comparative case study of Africa’s two most successful DAT ecosystems in Kenya and Nigeria, which together account for half of Sub-Saharan Africa’s active DATs. The objective of these two case studies is to understand the successes, challenges, and opportunities faced by each country in fostering a conducive innovation ecosystem for scaling up DATs. The case study analysis focuses on six dimensions of the innovation ecosystem in Kenya and Nigeria: finance, regulatory environment, culture, density, human capital, and infrastructure. The third part of the study is based on the interactions and learnings from a pilot event to boost the innovation ecosystem in Kenya. The Disruptive Agricultural Technology Innovation Knowledge and Challenge Conference in Nairobi, Kenya, brought together more than 300 key stakeholders from large technology companies, agribusiness companies, and public agencies; government representatives and experts from research and academic institutions; and representatives from financial institutions, foundations, donors, and venture capitalists. Scaling Up Disruptive Agricultural Technologies in Africa concludes by establishing that DATs are demonstrating early indications of a positive impact in addressing food system constraints. It offers potential entry points and policy recommendations to facilitate the broader adoption of DATs and improve the overall food system.

The digital agriculture revolution holds a promise to build an agriculture and food system that is efficient, environmentally sustainable, and equitable, one that can help deliver the Sustainable Development Goals. Unlike past technological revolutions in agriculture, which began on farms, the current revolution is being sparked at multiple points along the agrifood value chain. The change is driven by the ability to collect, use, and analyze massive amounts of machine-readable data about practically every aspect of the value chain, and by the emergence of digital platforms disrupting existing business models. All this allows for drastically reduced transaction costs and pervasive information asymmetries that plague the agrifood system. The success of the digital transformation, however, is not guaranteed as the risks it brings are numerous, including those related to data governance and inadequate competition within and between digital platforms. What’s Cooking: Digital Transformation of the Agrifood System investigates how digital technologies can accelerate the transformation of the agrifood system by increasing efficiency on the farm; improving farmers’ access to output, input, and financial markets; strengthening quality control and traceability; and improving the design and delivery of agriculture policies. It also identifies a key role for the public sector in maximizing the benefits of this process while minimizing its risks, through enabling an innovation ecosystem featuring open datasets, digital platforms, digital entrepreneurship, digital payment systems, and digital skills and encouraging equitable technology adoption.

This publication, produced by FAO and Zhejiang University, examines how rural e-commerce could advance the digital transformation of agri-food systems, including increasing production efficiency, expanding farmers’ market access, improving poverty alleviation, fostering agricultural entrepreneurship, and attracting young generations back to their villages for economic revival and rural revitalization. It is highlighted that an enabling ecosystem with favourable government policies and strategies, public-private partnerships and innovative business models is of great importance to accelerate the development of rural areas in China, and generate larger economic, social and environmental impacts. As the largest developing country in the world, the experience of digital agriculture transformation in China could be shared with other developing countries. The report also discusses some of the challenges encountered and lessons learned during the development of rural e-commerce, as well as the proposals for the way forward.

Information and communication technology (ICT) has always mattered in agriculture. Ever since people have grown crops, raised livestock, and caught fish, they have sought information from one another. Today, ICT represents a tremendous opportunity for rural populations to improve productivity, to enhance food and nutrition security, to access markets, and to find employment opportunities in a revitalized sector. ICT has unleashed incredible potential to improve agriculture, and it has found a foothold even in poor smallholder farms. ICT in Agriculture, Updated Edition is the revised version of the popular ICT in Agriculture e-Sourcebook, first launched in 2011 and designed to support practitioners, decision makers, and development partners who work at the intersection of ICT and agriculture. Our hope is that this updated Sourcebook will be a practical guide to understanding current trends, implementing appropriate interventions, and evaluating the impact of ICT interventions in agricultural programs.

An inclusive, digitally-enabled agricultural transformation could help achieve meaningful livelihood improvements for Africa’s smallholder farmers and pastoralists. It could drive greater engagement in agriculture from women and youth and create employment opportunities along the value chain. At CTA we staked a claim on this power of digitalisation to more systematically transform agriculture early on. Digitalisation, focusing on not individual ICTs but the application of these technologies to entire value chains, is a theme that cuts across all of our work. In youth entrepreneurship, we are fostering a new breed of young ICT ‘agripreneurs’. In climate-smart agriculture multiple projects provide information that can help towards building resilience for smallholder farmers. And in women empowerment we are supporting digital platforms to drive greater inclusion for women entrepreneurs in agricultural value chains.

Promoting rural entrepreneurship is a necessary step to limit the negative effects of classical agricultural policy based on a linear process and attracting secondary resources to the economic process. The analysis of agricultural policy and rural development in conjunction to entrepreneurship in terms of production may represent a further step in understanding the role and importance of diversifying the rural potentials in contemporary economies. Enthusiasm amongst international development agencies about harnessing the potential of information and communications technologies (ICTs) for development has generated questionning of the impact and sustainability of such interventions.
