This book is the first to comprehensively analyse the political and societal impacts of new Information and Communication Technologies (ICT) in a region of the Global South. It evaluates under what conditions some Latin American governments and people have succeeded in taking up the opportunities related to the spread of ICTs, while others are confronted with the pessimist scenario of increased, digitally induced social and democratic cleavages. Specifically, the book examines if and how far the spread and use of new ICT affected central aims of democratic governance such as reducing socio-economic and gender inequality; strengthening citizen participation in political decision making; increasing the transparency of legislative processes; improving administrative processes; providing free access to government data and information; and expanding independent spaces of citizen communication. The country case and cross-country explore a range of bottom-up driven initiatives to reinforce democracy in the region. The book offers researchers and students an interdisciplinary approach to these issues by linking it to established theories of media and politics, political communication, political participation, and governance. One of the most far-reaching transformations in our era is the wave of digital technologies rolling over—and upending—nearly every aspect of life. Work and leisure, family and friendship, community and citizenship have all been modified by now-ubiquitous digital tools and platforms. The world is undergoing a profound set of digital disruptions that are changing the nature of how governments counter dissent and assert control over their countries. While increasing numbers of people rely primarily or exclusively on online platforms, authoritarian regimes have concurrently developed a formidable array of technological capabilities to constrain and repress their citizens. In The Rise of Digital Repression, Steven Feldstein documents how the emergence of advanced digital tools bring new dimensions to political repression. Presenting new field research from Thailand, the Philippines, and Ethiopia, he investigates the goals, motivations, and drivers of these digital tactics. This book discusses the current tendencies in women’s representation and their role in politics in Latin American countries from three different perspectives. Firstly, the authors examine cultural, political-partisan and organizational obstacles that women face in and outside institutions. Secondly, the book explores barriers in political reality, such as gender legislation implementation, public administration and international cooperation, and proposes solutions, supported by successful experiences, emphasising the nonlinearity of the implementation process. Thirdly, the authors highlight the role of women in politics at the subnational level. The book combines academic expertise in various disciplines with contributions from practitioners within national and international institutions to broaden the reader’s understanding of women in Latin American politics.

This publication investigates the impact of modern information and communication technologies (ICTs) on Latin America. In analyzing the special characteristics of Latin America with regard to the integration of ICTs, the publication focuses on five main areas - access, regulatory framework, financing, education and the so-called soft factor.

Since democratization, Latin America has experienced a surge in new forms of citizen participation. Yet there is still little comparative knowledge on these so-called democratic innovations. This Element seeks to fill this gap. Drawing on a new dataset with 3,744 cases from 18 countries between 1990 and 2020, it presents the first large-N cross-country study of democratic innovations to date. It also introduces a typology of twenty kinds of democratic innovations, which are based on four means of participation, namely deliberation, citizen representation, digital engagement, and direct voting. Adopting a pragmatist, problem-driven approach, this Element claims that democratic innovations seek to enhance democracy by addressing public problems through combinations of those four means of participation in pursuit of one or more of five ends of innovations, namely accountability, responsiveness, rule of law, social equality, and political inclusion.

Online Activism in Latin America examines the innovative ways in which Latin American citizens, and Latin@s in the U.S., use the Internet to advocate for causes that they consider just. The contributions to the volume analyze citizen-launched websites, interactive platforms, postings, and group initiatives that support a wide variety of causes, ranging from human rights to disability issues, indigenous groups’ struggles, environmental protection, art, poetry and activism, migrancy, and citizen participation in electoral and political processes. This book analyzes the impact of social media on democracy and politics at the sub-national level in developed and developing countries. Over the last decade or so, social media has transformed politics. Offering political actors opportunities to organize, mobilize, and connect with constituents, voters, and supporters, social media has become an important tool in global politics as well as a force for democracy. Most of the available research literature focuses on the impact of social media at the national level; this book fills that gap by analyzing the political uses of social media at the sub-national level. The book is divided into two parts. Part One, “Social Media for Democracy” includes chapters that analyze potential contributions of social media tools to the realizing of basic values of democracy, such as public engagement, transparency, accountability, participation and collaboration at the sub-national level. Part Two, “Social Media in Politics” focuses on the use of social media tools by political actors in political processes and activities (online campaigns, protests etc.) at the local, regional and state government levels during election and non-election periods. Combining theoretical and empirical analysis, each chapter provides evaluations of overarching issues, questions, and problems as well as real-world experiences with social media, politics, and democracy in a diverse sample of municipalities.
