Since the Second World War, surprisingly few developing countries have experienced a truly sustained episode of economic and social convergence towards the structural characteristics of the advanced nations. East Asia has exceeded most regions in its achievement of convergence, and much has been written on comparative industrialization and development in North East Asia. Less discussed is South East Asia and the surprising and inclusive transformation several of its countries has undergone. Development and Distribution focuses on South East Asia and, more specifically, on Malaysia, Indonesia, and Thailand. These three nations have all undergone a major transformation - in a way never anticipated - from being poor, agrarian countries to middle-income countries with developed industrial and manufacturing bases. How did Malaysia, Indonesia, and Thailand achieve such a transformation, and how did they achieve the transformation with a form of economic growth that was driven by structural transformation, but that was 'inclusive'? Given that historically it has been thought that structural transformation tends to push up inequality, whilst inclusive growth necessitates static or even falling inequality, this last point is particularly salient to developing countries. Understanding how the transformation was possible in a relatively small space of time, the extent to which it was inclusive, and the caveats and prospects for South East Asia is thus an area of enquiry significant to all developing countries as they seek economic and social transformation.

Using an elite consensus/conflict analytical frame, this book examines why some majority Muslim countries perform so much better at democracy and/or development than others, questioning received wisdoms that Islam, authoritarianism, and underdevelopment go together. Identifying four distinct democracy and development outcomes in the Muslim world, four case studies are interrogated to show that there is more variability in democracy and development outcomes in Muslim majority countries than macro-historical studies and aggregate data have shown. By demonstrating that democracy and development outcomes in Muslim countries are the consequence of elite conflict and elite consensus, rather than the precepts or institutions of Islam, the book places the competition for power among contending elites, rather than Islam, at the center of the story of democracy and development in the Muslim world. Level of compliance - one of the most important prerequisites of good governance - varies widely across countries of the Global North and the less developed, Global South. Acts of non-compliance, such as electoral irregularities, dubious deals between private and public sectors, questionable role of the justice systems and financial scandals, though they vary greatly across countries, are an omnipresent reality of contemporary life. This volume has brought together a number of case studies of such deviant behavior in political, juridical and corporate fields, from several countries of Asia, Europe and South America, within a common framework. Instead of a moral approach based exclusively on the legality and illegality of the act, the authors of these essays dissect non-compliance analytically, taking culture and context into account. They argue that, while criminal and corrupt dealings deserve to be exposed by all means from an ethical point of view, seen from an interdisciplinary angle, one needs to probe deeper into the dynamic that leads to such non-compliance with the law in the first place.

This book characterizes South Korea’s pre-neoliberal regime of social governance as developmental liberalism and analyzes the turbulent processes and complex outcomes of its neoliberal degeneration since the mid-1990s. Instead of repeating the politically charged critical view on South Korea’s failure in socially inclusionary and sustainable development, the author closely examines the systemic interfaces of the economic, political, and social constituents of its developmental transformation. South Korea has turned and remained developmentally liberal, rather than liberally liberal (like the United States), in its economic and sociopolitical configuration of social security, labor protection, population, education, and so forth. Initially conceived in the late 1980s, ironically along its democratic restoration, and radically accelerated during the national financial crisis in the late 1990s, South Korea’s neoliberal transition has become incomparably volatile and destructive, due crucially to its various distortive effects on the country’s developmental liberal order.

Is the process of state building a unilateral, national venture, or is it something more collaborative, taking place in the interstices between adjoining countries? To answer this question, Asymmetrical Neighbors takes a comparative look at the state building process along China, Myanmar, and Thailand's common borderland area. It shows that the variations in state building among these neighboring countries are the result of an interactive process that occurs across national boundaries. Departing from existing approaches that look at such processes from the angle of singular, bounded territorial states, the book argues that a more fruitful method is to examine how state and nation building in one country can influence, and be influenced by, the same processes across borders. It argues that the success or failure of one country's state building is a process that extends beyond domestic factors such as war preparation, political institutions, and geographic and demographic variables. Rather, it shows that we should conceptualize state building as an interactive process heavily influenced by a "neighborhood effect." Furthermore, the book moves beyond the academic boundaries that divide arbitrarily China studies and Southeast Asian studies by providing an analysis that ties the state and nation building processes in China with those of Southeast Asia.
