Synopsis Defining Latvia by : Michael Loader

In just over a century, Latvia has transitioned from imperial periphery to nation-state, then Soviet republic, and finally following the collapse of the Soviet Union to an independent republic. Defining Latvia brings together the latest research on the multiple social, political, and cultural contexts of Latvia throughout this turbulent period. Its ten chapters are written by leading political scientists, historians, and area studies specialists from across Europe and North America. The volume moves beyond an exclusively political context to incorporate a variety of social and cultural perspectives, ranging from the experiences of Latvian mapmakers in the Russian Empire, to the participation of Latvians in the Wehrmacht and Red Army during World War II, Latvian national communism, and the development of extremist politics following Latvia’s accession to the European Union. Other chapters address developing trends in the fields of history and political science, including the history of antisemitism, memory, language politics, photography, and political extremism. Based on the book’s temporal span from the nineteenth century to the present, the authors and editors of Defining Latvia understand the construction of Latvian identity as a continuous and interconnected process across significant political and ideological ruptures.

Synopsis Labour Law in Latvia by : Ineta Tāre

Derived from the renowned multi-volume International Encyclopaedia of Laws, this monograph on Latvia not only describes and analyses the legal aspects of labour relations, but also examines labour relations practices and developing trends. It provides a survey of the subject that is both usefully brief and sufficiently detailed to answer most questions likely to arise in any pertinent legal setting. Both individual and collective labour relations are covered in ample detail, with attention to such underlying and pervasive factors as employment contracts, suspension of the contracts, dismissal laws and covenant of non-competition, as well as international private law. The author describes all important details of the law governing hours and wages, benefits, intellectual property implications, trade union activity, employers’ associations, workers’ participation, collective bargaining, industrial disputes, and much more. Building on a clear overview of labour law and labour relations, the book offers practical guidance on which sound preliminary decisions may be based. It will find a ready readership among lawyers representing parties with interests in Latvia, and academics and researchers will appreciate its value in the study of comparative trends in laws affecting labour and labour relations.

Synopsis The Governance of Regulators Second Progress Review of Latvia’s Public Utilities Commission Driving Performance by : OECD

Regulators act as “market referees”, balancing the often-competing interests of stakeholders such as governments, current and future actors in the markets, and consumers. At the same time, markets are rapidly changing due to new technologies, the international drive toward carbon-neutral economies, and, more recently, the COVID-19 pandemic and energy and cost-of-living crises. Continuously assessing the performance of economic regulators is thus important to ensure regulators continue to perform in a changing context. This second progress review evaluates the changes made by Latvia’s Public Utilities Commission over the last three years to implement 2016 OECD recommendations, following a first progress review in 2021. The review tracks progress and provides advice on how to increase the effectiveness of regulatory activities and, ultimately, improve outcomes for consumers and the economy.

Synopsis The Emigrant Communities of Latvia by : Rita Kaša

This open access volume examines experiences of contemporary Latvian migrants, thereby focusing on reasons for emigration, processes of integration in their host countries, and – in the case of return migration - re-integration in their home country. In the context of European migration, the book describes the case of Latvia, which is interesting due to the multiple waves of excessive emigration, continuously high migration potential among European Union member states, and diverse migrant characteristics. It provides a fascinating insight into the social and psychological aspects linked to migration in a comparative context. The data in this volume is rich in providing individual level perspectives of contemporary Latvian migrants by addressing issues such as emigrants’ economic, social and cultural inclusion in the host country, ties with the home country and culture, interaction with public authorities both in the host and home country, political views, and perspectives on the permanent settlement in migration or return. Through topics such as assimilation of children, relationships between emigrants representing different emigration waves, the complex identities and attachments of minority emigrants, and the role of culture and media in identity formation and presentation, this book addresses topics that any contemporary emigrant community is faced with.

Synopsis Rescue of Business in Europe by : Bob Wessels

This edited volume is based on the European Law Institute's project, The Rescue of Business in Insolvency Law, which ran from 2013 to 2016. The project sought to investigate and articulate the essential features of well-functioning procedures for the "rescue" of distressed but viable businesses. Although the focus was primarily on the design and implementation of formal procedures (that is, those provided by law), the project also required consideration of the interaction between such procedures and informal solutions to distress, given the obvious cost advantages of the latter. The ELI project was not confined exclusively to restructurings, since these are only one possible route to maximising the value of a distressed but viable business (an auction procedure, in which the business is sold on a going concern basis to a new owner, is one obvious alternative). The ELI project encompasses various aspects of both public/constitutional law and insolvency law that may have a bearing on the functionality of formal restructuring procedures.
