This book engages with the question of what makes Europe postcolonial and how memory, whiteness and religion figure in representations and manifestations of European ‘identity’ and self-perception. To deconstruct Europe is necessary as its definition is now contested more than ever, both internally (through the proliferation of ethnic, religious, regional differences) and externally (Europe expanding its boundaries but closing its borders). This edited volume explores a number of theoretical discussions on the meaning of Europe and proposes analyzing some of the deeds committed, both today and in the past, in the name of Europe by foregrounding a postcolonial approach. To deconstruct Europe as a postcolonial place does not imply that Europe’s imperial past is over, but on the contrary that Europe’s idea of self, and of its polity, is still struggling with the continuing hold of colonialist and imperialist attitudes. The objective of this volume is to account for historical legacies which have been denied, forgotten or silenced, such as the histories of minor and peripheral colonialisms (Nordic colonialisms or Austrian, Spanish and Italian colonialism) and to account for the realities of geographical margins within Europe, such as the Mediterranean and the Eastern border while tracing alternative models for solidarity and conviviality. The chapters deal with social and political formations as well as cultural and artistic practices drawing from different disciplinary backgrounds and methodological traditions. As such it creates an innovative space for comparative and cross-disciplinary exchanges. This book was previously published as a special issue of the journal Social Identities.

Deconstructing “Ideal Power Europe”: The EU and Arab Change criticizes the dominant discourse on European foreign policy, which represents the EU as a force for good in world politics. Using a poststructuralist approach, it deconstructs the EU’s representation as “an ideal power” through an analysis of European foreign policy on the Southern Mediterranean before and after the Arab uprisings. In this endeavor, it displaces three major discourses which construct the EU as “ideal”: the “postmodern and post-sovereign EU”, “the EU as a model/a virtuous example”, and, “the EU as a normative power” discourses. The major argument of the book is that the “ideal power Europe” meta-narrative is especially produced and reproduced in the EU’s approach towards the Southern Mediterranean, and, it manifests itself through the rhetoric of “responsibility” and “universality” in the aftermath of the Arab uprisings. The book also provides an analysis of how the “ideal power Europe” meta-narrative feeds into and legitimizes European governmentality in the world, in general, and, in the case of the Southern Mediterranean after the Arab uprisings, in particular. Arguing that the depiction of the EU as postmodern/post-sovereign, as a model/an exemplar, and as a normative power pertains to the representation of a “regulatory ideal”, it elucidates how the EU pursues hegemonic practices in the Southern Mediterranean. It further manifests how the EU’s governmentality is marked by a securitized, depoliticizing, and technocratic approach which feeds into and gets legitimized by the dominant discourse on European foreign policy; reproducing the EU’s “ideal” identity vis-à-vis its “imperfect” Arab other.

This book expands on and complements the burgeoning Brexit literature by placing the UK’s vote to leave the EU in its longer historical and discursive contexts. It examines the embedded Euroscepticism, which has dominated British political discourse on the European project and the role of the UK within it for at least the last three decades. Brexit was the consequence of a consistent denigration of the European integration project in the public sphere in which the terrain, and the conceptual vocabulary, of debate were set by a dominant, right-wing Eurosceptic discourse. This framed the EU as inherently heterogeneous and antagonistic to the UK. The book examines how ideas of British exceptionalism, which underpin Eurosceptic discourses, are sustained and reproduced and offers an account of their enduring, affective power amongst the British population. It is in this context that it was possible for pro-Brexit campaigners to assemble and enthuse a new coalition of voters sufficient to deliver a ‘leave’ majority on 23 June 2016. This text will be of key interest to scholars and students of British, EU and European politics, the media and press, public opinion, political behaviour and nationalism studies.

This book contributes to the debate on what Europe means by demonstrating the complexities and contradictions inherent in the concept. They are seen most clearly when Europe is viewed from a long historical perspective. During the closing decades of the twentieth century Europe emerged as one of the main points of reference in both the cultural and the political constructs of the global community. An obsession with the concept of European identity is readily discernible. This process of identity construction provokes critical questions which the book aims to address. At the same time the book explores the opportunities offered by the concept of Europe to see how it may be used in the construction of the future. The approach is one of both deconstruction and reconstruction. The issue of Europe is closely related in the book to more general issues concerning the cultural construction of community. The book should therefore be seen as the companion of Myth and Memory in the Construction of Community, which is also published by PIE-Peter Lang in the series Multiple Europes. The book appears within the framework of a research project on the cultural construction of community in modernisation processes in comparison. This project is a joint enterprise of the European University Institute in Florence and the Humboldt University in Berlin sponsored by the Bank of Sweden Tercentenary Fund.

Whether Africa is developed or not, depends on how and what one addresses. Development is relative. Nonetheless, the fact is: Africa developed Europe; and thereby became underdeveloped. Addressed academically, the notion of development creates many questions amongst which are: Development in what? Whose development? Development for whom? Who defines development? In this volume, the development dealt with is polygonal; and touches on politico-economic sequels which also affect the social aspect. No doubt. Africa is abundantly rich in terms of resource and culture. Paradoxically, however, Africa is less developed economically compared to Europe thanks to the history of unequal encounters, among other reasons. We cannot emphasise enough the fact that Africa’s underdevelopment is the price of the development of Europe which is based on historical realities gyrating around Europe’s criminal past wherein slavery and colonialism enabled Europe to spawn its future capital and investment. How can anyone quibble about Europe’s development resulting from perpetual plunderage of Africa with impunity committed by European treasure-hunting adventurers? This volume prescribes Africa’s restorative recompense as the only way forward for the duo and the world.

The Rhineland region includes the core regional economy of western Europe, encompassing Belgium, Luxemburg and parts of the Netherlands, France, Switzerland and Germany. Throughout history there have been tensions between this region's roles as a frontier and as western Europe's economic core. Michael Loriaux argues that the European Union arose from efforts to deconstruct this frontier. He traces Rhineland geopolitics back to its first emergence, restoring frontier deconstruction to the forefront of discussion about the EU. He recounts how place names were manipulated to legitimate political power and shows how this manipulation generated the geopolitics that the EU now tries to undo. Loriaux also argues that the importance of this issue has significantly affected the nature of the EU's development and helps condition a festering legitimation crisis.

Deconstructing the Nation examines the connection between racism and the development of the nation-state in modern France. The author raises important questions about the nature of citizenship rights in modern French society and contributes to wider European debates on citizenship. By challenging the myths of the modern French nation Maxim Silverman opens up the debate on questions of immigration, racism, the nation and citizenship in France to non-French speaking readers. Until quite recently these matters have largely been ignored by researchers in Britain and the USA. However, European integration has made it essential to look beyond national frontiers. The major part of his analysis concerns the period from the end of the 1960s to the beginning of the 1990s. Yet contemporary developments are placed in a historical context: first through a consideration of the construction of the modern question of immigration since the second half of the nineteenth century, and second through a survey of political, economic and social developments since 1945. There are analyses of the major debates on nationality in 1987 and the headscarf' affair of 1989. Finally questions of immigration, racism and citizenship are considered within the framework of European integration.

​Europe is the name for a scintillating variety of historically emerged concepts, constantly developed and discussed over time. Its complexity and fuzziness is reflected in a multitude of myths, topoi, symbols and boundaries, which all constitute shared knowledge of the concept of EUROPE and which continue to influence attempts to (de- and re-)construct European identity.
