The EU as a democratic polity has been invented: it is a product of creative and innovative actors and thinkers that conceptualized and by and by helped to realise it, from the beginning up to the present. But the concepts, ideas, and utopias of a democratic Europe differ considerably. The processes of inventing and building a democratic EU are marked by conceptual controversies in both public and academic debates. These are the resource for the present book, which focuses on the concepts, actors and controversies related to inventing the EU as a democratic polity. The chapters study exemplary long-term and detail cases related to inventing and institutionalizing the decisive elements of representative democracy in the EU—a parliament, citizens that vote for it in universal suffrage and governmental bodies that are linked to parliament in much the same way as government is in a parliamentary democracy.

The Oxford Handbook of Comparative Regionalism - the first of its kind - offers a systematic and wide-ranging survey of the scholarship on regionalism, regionalization, and regional governance. Unpacking the major debates, leading authors of the field synthesize the state of the art, provide a guide to the comparative study of regionalism, and identify future avenues of research. Twenty-seven chapters review the theoretical and empirical scholarship with regard to the emergence of regionalism, the institutional design of regional organizations and issue-specific governance, as well as the effects of regionalism and its relationship with processes of regionalization. The authors explore theories of cooperation, integration, and diffusion explaining the rise and the different forms of regionalism. The handbook also discusses the state of the art on the world regions: North America, Latin America, Europe, Eurasia, Asia, North Africa and the Middle East, and Sub-Saharan Africa. Centripetal democracy is the idea that legitimate democratic institutions set in motion forms of citizen practice and representative behaviour that serve as powerful drivers of political identity formation. Partisan modes of political representation in the context of multifaceted electoral and direct democratic voting opportunities are emphasised on this model. There is, however, a strain of thought predominant in political theory that doubts the democratic capacities of political systems constituted by multiple public spheres. This view is referred to as the lingua franca thesis on sustainable democratic systems (LFT). Inadequate democratic institutions and acute demands to divide the political system (through devolution or secession), are predicted by this thesis. By combining an original normative democratic theory with a comparative analysis of how Belgium and Switzerland have variously managed to sustain themselves as multilingual democracies, this book identifies the main institutional features of a democratically legitimate European Union and the conditions required to bring it about. Part One presents a novel theory of democratic legitimacy and political identity formation on which subsequent analyses are based. Part Two defines the EU as a demoi-cracy and provides a thorough democratic assessment of this political system. Part Three explains why Belgium has largely succumbed to the centrifugal logic predicted by the LFT, while Switzerland apparently defies this logic. Part Four presents a model of centripetal democracy for the EU, one that would greatly reduce its democratic deficit and ensure that this political system does not succumb to the centrifugal forces expected by the LFT.

This book examines the democratic legitimacy of the European Union (EU) and evaluates the democratic credentials of the EU’s main decision-making procedure. The book assesses and discusses the conditions for democratic input in decision-making with five empirical chapters each addressing the ordinary legislative procedure from different dimensions: democratic deliberative forums, inclusion, openness, power neutralising mechanisms and decision-making capacity. The analytical framework provides for an in-depth assessment of the ordinary legislative procedure’s potential democratic qualities and examines whether it fulfils democratic criteria, how the procedure works in practice and whether it has the necessary democratic clout. Civil society has become one of the key parts of the reference framework for governance, seeking to replace traditional public action in which representative democracy is combined with bureaucratic implementation. The success of the civil society myth contrasts with and consequently manifests itself in the problems of political and social legitimacy and representation. In recent years the financial and economic crisis of 2008–9 has progressed into an equally important political and democratic crisis of the EU. These troubled times have set the framework to re-assess a number of important questions in regard to representative democracy in the EU, such as the normative foundation of political representation, the institutional relationship between representatives and represented, the link between democracy and representation and new arenas and actors. This book examines the diverse avenues through which different sorts of actors have expressed their voices during the Euro crisis and how their various interests are translated into the decision-making process.
