Synopsis Japan Transformed by : Frances Rosenbluth
With little domestic fanfare and even less attention internationally, Japan has been reinventing itself since the 1990s, dramatically changing its political economy, from one managed by regulations to one with a neoliberal orientation. Rebuilding from the economic misfortunes of its recent past, the country retains a formidable economy and its political system is healthier than at any time in its history. Japan Transformed explores the historical, political, and economic forces that led to the country's recent evolution, and looks at the consequences for Japan's citizens and global neighbors. The book examines Japanese history, illustrating the country's multiple transformations over the centuries, and then focuses on the critical and inexorable advance of economic globalization. It describes how global economic integration and urbanization destabilized Japan's postwar policy coalition, undercut the ruling Liberal Democratic Party's ability to buy votes, and paved the way for new electoral rules that emphasized competing visions of the public good. In contrast to the previous system that pitted candidates from the same party against each other, the new rules tether policymaking to the vast swath of voters in the middle of the political spectrum. Regardless of ruling party, Japan's politics, economics, and foreign policy are on a neoliberal path. Japan Transformed combines broad context and comparative analysis to provide an accurate understanding of Japan's past, present, and future.

Synopsis Japan's Defense Policy and Bureaucratic Politics, 1976-2007 by : Takao Sebata
It is a well known fact that Japan spends only a small percentage of her gross national product on defense. What is not well known, however, is the fact that Japan's defense budget ranks among the top in the world and that her self-defense forces are considered to be amongst the best conventional armed forces in the world. Since empirical studies concerning Japan's military expansion are rare both in Japanese and English, the book takes up this neglected area. It examines Japan's military expansion and the decision-making of her defense policy between 1976 and 2007, focusing on the National Defense Program outline and the guidelines for United States-Japan Defense Cooperation. This book deals with how the bureaucratic politics model applies to the case of Japan's defense policy and demonstrates some similarities and differences between Japanese and United States decision-making.

Synopsis Modern Japanese Organization and Decision-Making by : Ezra F. Vogel
This book constitues the first attempt of its kinds to probe the major features of modern Japanese organization that have played such a critical role in Japan's extraordinarily rapid economic development. The contributors inclue prominent academic business consultants such a Peter Drucker of the United states and Kazuo Noda of Japan; Japanese government officials such as Yoshihisa Ojimi, former Administrative Vice-Minister of the Ministry of International Trade and Industry, and Taishiro Shirai, a member of the Central Labor Relations Commission; as well as outstanding Western experts on modern Japanese organization. The essays deal not only with Japanese government and business but also with teh structures of a newspaper and a university and with the role of Japanese intellectuals in modern organization. The portrait of Japanese organization that emerges is much more dynamic and volatile than has been generally supposed. One finds business and government managers creatively using so-called "traditional practices" in novel ways and undertaking bold departures to achieve new purposes. The findings contradict the view that decision sten from below. Not only do executive have an important role in initiating action; but lower-level officials function within a context defined by their superiors. Far greater tensions and conflict exist within organizations than is commonly reported by outsiders, especially in institutions like the university where conflicts often paralyze the decision-making process. Similarly, there is far greater divergence of interest among different sectors of society than one might infer from the stereotypical view of "Japan, Inc." And since the high level of consensus supporting the fundamental commitment to economic growth is now weakening increasing divergence may be anticipated in the future. Synopsis Introduction to Japanese Politics by : Louis D. Hayes
This classic introduction to the Japanese political system has been revised and updated to take the account of a time of turmoil in the country's political life. It incorporates new coverage of the end of the Koizumi era, the brief and troubled premiership of Abe, and the selection of Fukuda as prime minister. This edition also includes expanded material on "bubble" and "post-bubble" economic developments, as well as all-new coverage of health care policy. The text opens with an overview of Japan's geographical setting and history. The next group of chapters covers political institutions, processes, and actors. Two sections then address the country's distinctive social order and economy, educational, healthcare, and public safety systems. Part five looks at the increasingly contentious realm of foreign relations and security issues, including China's expanding role and the issue of North Korea. A concluding section considers dynamics of change in Japanese politics.

Synopsis Budgeting by : Aaron B. Wildavsky
In this completely revised edition of his classic work, Aaron Wildavsky collects in one place the existing knowledge on budgeting. Realistic budgets are an expression of practical politics. Budgeting is so basic it reveals the norms by which men live in a particular political culture. In dealing directly with the universe of governmental activity, Wildavsky uses reliable accounts of how budgeting is carried on to capture a great deal of national political life. The focus is explicitly comparative. After developing a general theory of budgeting; he analyzes four rich countries - Britain, France, Japan, and the United States, followed by poor countries, American cities, and American states. Wildavsky uses this analysis to develop and apply a cultural theory of budgeting, explaining the degree of balance between revenue and expenditure; why government grows in all industrial democracies, and why there are still different rates of growth in spending. He offers a critical evaluation of the first edition, linking the ability of nations to make history and the various strategies of change they adopt to explain a wider range of budgetary processes.

Synopsis Balanced Budgets and American Politics by : James Savage
A topical issue but hardly a new one, the concern for balancing the federal budget has been a perennial source of conflict in American political life. In Balanced Budgets and American Politics, James Savage explores the causes and development of the nation's preoccupation with this issue. Savage argues that the American fascination with the idea of balancing the federal budget is deeply rooted and reflects more than a contemporary concern about interest rates, inflation, or even the outcome of recent budget battles. His analysis demonstrates the considerable influence that the principle budget balancing has had on politics and public policy from 1690 through Ronald Reagan's first term as president.

Synopsis The Policy-Making Process in Contemporary Japan by : M. Nakano
This book deals with the public policy-making process in contemporary Japan testifying a new dictum: 'The various phases of the policy process cause politics'. The analytical focus is threefold: encompassing the policy-making process on the national level; elections and the policy-making process; and the regional policy and decision-making. These analyses offer a number of original and comparative data on Japanese politics. This book also tries to interpret the basic pattern of Japanese politics, which contributes to a clear understanding of the dynamic aspects of the political process and political economy after the Second World War.
