Synopsis American Transportation Policy by : Robert J. Dilger
The author maintains that American politics, institutional arrangements, and political culture have prevented the development of a comprehensive, integrated, intermodal transportation policy in the United States. Dilger makes his argument by examining the development of the national governmental authority in both surface and air transportation. Each transportation mode—highways/mass transit, Amtrak, and civilian air transportation—is examined separately, assessing their development over time and focusing on current controversies, including, but not limited to, the highway versus mass transit funding issue; the recent decentralization of decision making authority on surface transportation policy; Amtrak's viability as an alternative to the automobile; and current antiterrorist policies' effect on transportation policy.

Synopsis Why Budgets Matter by : Dennis S. Ippolito
When the first edition of Why Budgets Matter was published in 2003, the federal budget had fallen back into deficit. At the time, fairly modest changes in taxes and spending would have ensured that deficits and debt would remain at tolerable levels. Instead, the disconnect between taxes and spending that had plagued the United States since the 1960s grew even greater. A near-catastrophic economic collapse beginning in December 2007 then magnified the fiscal consequences of irresponsible policy choices. This new edition examines how and why the balanced-budget equilibrium of the 1990s was destabilized in the 2000s. It also places this latest partisan battle over the size of government in historical perspective by exploring its connection to earlier budget policy eras.

Synopsis Horses In Midstream by : Andrew E. Busch
Horses in Midstream breaks the mold of midterm election literature by focusing on the consequences of midterm elections rather than on the causes of the anti-administration pattern of those elections. The book concludes that the midterm pattern has two primary consequences: it stymies the President and provides an opportunity for the revitalization of the opposition party—and that numerical losses by the President's party is really only a small part of the equation. Consequently, midterm elections can be considered an additional check in the U.S. political system, acting as a mechanism that helps to assure rough two party balance. In examining the historical results from midterm elections dating back to 1894 and extending to the surprising result of 1994 and 1998, Busch has uncovered seven consistent ways in which the president and his party are harmed by midterm elections. These elections unfavorably alter the composition of congress, both between the parties and within the President's own party; they deprive the President of the plebiscitary power derived from his original electoral mandate; they give an intangible sense of momentum to the opposition party, leading to renewed opportunities for the opposition to put forward new leaders and to develop winning issues; they exacerbate splits within the President's own party; and they provide the opposition party with expanded party-building opportunities at the state level. Busch also places the midterm elections into four categories: "preparatory" midterms, which contribute to a subsequent change in party control of the Presidency; "calibrating" midterms in which voters slow but do not reverse extraordinary periods of Presidentially-driven change; "normal" midterms when midterm elections stymie the President without contributing to a White House takeover; and the rare "creative exceptions" when an administration escapes the midterm curse at the polls and find themselves invigorated rather than weakened. Busch's new approach to midterm elections, his well supported conclusions, and his clear, consistent style will certainly be of interest to political scientists and will translate well to the classroom.

Synopsis Drugs in American Society [3 volumes] by : Nancy E. Marion
Containing more than 450 entries, this easy-to-read encyclopedia provides concise information about the history of and recent trends in drug use and drug abuse in the United States—a societal problem with an estimated cost of $559 billion a year. Despite decades of effort and billions of dollars spent to combat the problem, illicit drug use in the United States is still rampant and shows no sign of abating. Covering illegal drugs ranging from marijuana and LSD to cocaine and crystal meth, this authoritative reference work examines patterns of drug use in American history, as well as drug control and interdiction efforts from the nineteenth century to the present. This encyclopedia provides a multidisciplinary perspective on the various aspects of the American drug problem, including the drugs themselves, the actions taken in attempts to curb or stop the drug trade, the efforts at intervention and treatment of those individuals affected by drug use, and the cultural and economic effects of drug use in the United States. More than 450 entries descriptively analyze and summarize key terms, trends, concepts, and people that are vital to the study of drugs and drug abuse, providing readers of all ages and backgrounds with invaluable information on domestic and international drug trafficking and use. The set provides special coverage of shifting societal and legislative perspectives on marijuana, as evidenced by Colorado and Washington legalizing marijuana with the 2012 elections.
