This book explores the challenges of the governance and public policy in the midst and after conflicts, revolutions, and civil wars in the Middle East and Africa. As anywhere else, the task of rebuilding peace and institutionalizing stability in countries experiencing a conflict or just emerging from it is daunting, uncertain and context specific. Yet, focusing on the Middle East and Africa is of particular relevance, as these two regions feature the highest numbers of inter- and intra-state conflicts on the one hand, and the central states are more often contested than in the rest of world regions. The first half of the book proposes different cases addressing the fundamental challenge of inclusion and cohesion as well as the recurring issue of exclusion in conflict-affected situations, with four different cultural and institutional settings. The second half of the book offers more theoretical insights and proposed pathways to develop more inclusive and peaceful governance settings in Africa, the Middle East and beyond. This edited book has been designed to be a helpful contribution to the analysis of conflict and post-conflict governance and peacebuilding. To do so, it deploys different lenses of social sciences, especially public policy and international relations, but also benefits from social psychology, political anthropology, and other disciplines that enable a more comprehensive understanding of the multifaceted, complex and dynamic issues at play.

Under what conditions does a post-conflict government have authority? What challenges to its legitimacy does it face? To what standards can it be held accountable? Via case studies of Sierra Leone and Afghanistan, and detailed accounts of extant international law, Matthew Saul explores the international legal framework which regulates popular governance of post-conflict reconstruction.

Why have state-building projects across the MENA region proven to be so difficult for so long? Following the end of the Ottoman Empire in the early 1920s, the countries of the region began a violent and divisive process of state formation. But a century later, state-building remains inconclusive. This book traces the emergence and evolution of state-building across the MENA region and identifies the main factors that impeded its success: the slow end of the Ottoman Empire; the experience of colonialism; and the rise of nationalistic and religious movements. The authors reveal the ways in which the post-colonial state proved itself authoritarian and formed on the model of the colonial state. They also identify the nationalist and Islamist movements that competed for political leadership across the nascent systems, enabling the military to establish a grip on the security apparatus and national economies. Finally, in the context of the Arab Spring and its conflict-filled aftermath, this book shows how external powers reasserted their interventionism. In outlining the reasons why regional states remained hollow and devoid of legitimacy, each of the contributors shows that recent conflicts and crises are deeply connected to the foundational period of one century ago. In case studies focusing on contemporary crises spanning Africa, the Middle East, and Eastern Europe, the scholars in this volume examine the dominant prescriptive practices of late neoliberal post-conflict interventions—such as statebuilding, peacebuilding, transitional justice, refugee management, reconstruction, and redevelopment—and contend that the post-conflict environment is in fact created and sustained by this international technocratic paradigm of peacebuilding. Key international stakeholders—from activists to politicians, humanitarian agencies to financial institutions—characterize disparate sites as “weak,” “fragile,” or “failed” states and, as a result, prescribe peacebuilding techniques that paradoxically disable effective management of post-conflict spaces while perpetuating neoliberal political and economic conditions. Treating all efforts to represent post-conflict environments as problematic, the goal becomes understanding the underlying connection between post-conflict conditions and the actions and interventions of peacebuilding technocracies.

Some of the bloodiest conflicts occur on the African continent. An Afrocentric perspective is therefore a suitable starting point for research into the possible strategies for post-conflict peacebuilding. The authors of this book consider the problems around the concept of ‘post-conflict’ and the blurring of military and civilian roles, analysing the UN roles in the DRC and Sierra Leone, as well as the African Union Mission in Burundi. The main context of the book, however, is the South African Army’s strategy for PCRD in Africa, which was developed with the African Union’s 2006 Post-Conflict, Reconstruction and Development Needs Assessment Guide in mind. This book emanates from this plan. It therefore also explores South Africa’s policy imperatives to integrate development projects and peace missions, involving the military as well as civilian organisations. While this book is not intended as an instruction manual, it hopes to ignite an understanding of the particular processes required to develop a sustainable and cohesive post-conflict peacebuilding strategy within the African environment.

Governing after War examines how civilians' and rebels' wartime relations affect post-war state-building, development, and violence. When rebels win the war, how do they govern afterwards? Drawing from multiple cases in Africa, Shelley Liu argues that wartime rebel-civilian ties are important to answer this question. Her findings offer implications for recent rebel victories and, more broadly, for understanding the termination, trajectories, and political legacies of such conflicts around the world.

In recent decades, the Middle East and North Africa region (MENA) has experienced more frequent and severe conflicts than in any other region of the world, exacting a devastating human toll. The region now faces unprecedented challenges, including the emergence of violent non-state actors, significant destruction, and a refugee crisis bigger than any since World War II. This paper raises awareness of the economic costs of conflicts on the countries directly involved and on their neighbors. It argues that appropriate macroeconomic policies can help mitigate the impact of conflicts in the short term, and that fostering higher and more inclusive growth can help address some of the root causes of conflicts over the long term. The paper also highlights the crucial role of external partners, including the IMF, in helping MENA countries tackle these challenges.
