When are developing countries able to initiate periods of rapid growth and why have so few been able to sustain growth over decades? This book provides a novel conceptual framework built from a political economy of business-government relations and applies it to nine countries across Africa and Asia, drawing actionable policy recommendations.

Large-scale investments in fragile states - in Latin America, Africa, the former Soviet Union and Asia - become magnets for conflict, which undermines business, development and security. International policy responds with regulation, state-building and institutional reform, with poor and often perverse results. Caught up in old ways of thinking about conflict and fragility, and an age-old fight over whether multinational corporations are good or bad for peaceful development, it leaves business-related conflicts in fragile states to multiply and fester. Surveying a new strategic landscape of business and conflict, Brian Ganson and Achim Wennmann conclude that neither company shareholders nor advocates for peaceful development need, or should, accept the growing cost of business-related conflict in fragile states. Drawing on decades of experience from mainstream conflict prevention and violence reduction efforts, as well as promising company practice, they show that even acute conflict is manageable when dealt with pragmatically, locally and on its own terms. Societal Dynamics and Fragility aims to address the social dimensions of fragility. Prepared as a complement to the 2011 World Development Report, this book frames fragility as a problem not only of state capacity, but also of relationships in society. Drawing on analytical work in Liberia, Central African Republic, Yemen, Indonesia (Aceh) and Haiti, it recommends placing social cohesion at the center of development efforts in fragile environments by cultivating an in-depth understanding of the societal dynamics at play in each context and adapting programs to address the sources of division that hinder state building. Specifically, the book advocates a focus on perceptions of injustice at least as much as measurable inequalities, and for creating space to facilitate constructive connections between institutions, especially between customary and state structures as well as often-nascent civil society institutions.

The fragile and conflict-affected situations (FCAS) and small island developing states (SIDS) approach represents a new way of doing business for the Asian Development Bank (ADB) in its most vulnerable developing member countries. FCAS and SIDS face unique development challenges such as a greater need for governance and institutional capacity building, geographic isolation, small populations, narrow asset bases, and armed conflict. The FCAS and SIDS approach—or FSA—introduces flexible processes and procedures that will allow ADB to tailor interventions to the specific challenges of these countries, with the goal of improving project results, and ultimately improving livelihoods.

Violent conflicts today are complex and increasingly protracted, involving more nonstate groups and regional and international actors. It is estimated that by 2030—the horizon set by the international community for achieving the Sustainable Development Goals—more than half of the world’s poor will be living in countries affected by high levels of violence. Information and communication technology, population movements, and climate change are also creating shared risks that must be managed at both national and international levels. Pathways for Peace is a joint United Nations†“World Bank Group study that originates from the conviction that the international community’s attention must urgently be refocused on prevention. A scaled-up system for preventive action would save between US$5 billion and US$70 billion per year, which could be reinvested in reducing poverty and improving the well-being of populations. The study aims to improve the way in which domestic development processes interact with security, diplomacy, mediation, and other efforts to prevent conflicts from becoming violent. It stresses the importance of grievances related to exclusion—from access to power, natural resources, security and justice, for example—that are at the root of many violent conflicts today. Based on a review of cases in which prevention has been successful, the study makes recommendations for countries facing emerging risks of violent conflict as well as for the international community. Development policies and programs must be a core part of preventive efforts; when risks are high or building up, inclusive solutions through dialogue, adapted macroeconomic policies, institutional reform, and redistributive policies are required. Inclusion is key, and preventive action needs to adopt a more people-centered approach that includes mainstreaming citizen engagement. Enhancing the participation of women and youth in decision making is fundamental to sustaining peace, as well as long-term policies to address the aspirations of women and young people.

This book brings together new thinking on education's complex and evolving role in conflict and fragility. The changing nature of conflict, from inter- to intra-state, and with shifting geopolitical power balances, demands a reconceptualization of where education is positioned. Claims that education on its own can be an agent of conflict transformation are disputed. Deliberate attempts at peace education are not without critics and controversies. This collection aims to generate new realism from empirical and reflective accounts in a variety of countries and political contexts, as well as provide innovative methodological approaches to the study of education and conflict. The particular distinctiveness of the volume is the emphasis on 'contested' - it includes the debates and disagreements on the many faces of education in conflict, as well as material on teaching controversial issues in fragile contexts.
