Community Capacity and Resilience in Latin America addresses the role of communities in building their capacity to increase resiliency and carry out rural development strategies in Latin America. Resiliency in a community sense is associated with an ability to address stress and respond to shock while obtaining participatory engagement in community assessment, planning and outcome. Although the political contexts for community development have changed dramatically in a number of Latin American countries in recent years, there are growing opportunities and examples of communities working together to address common problems and improve collective quality of life. This book links scholarship that highlights community development praxis using new frameworks to understand the potential for community capacity and resiliency. By rejecting old linear models of development, based on technology transfer and diffusion of technology, many communities in Latin America have built capacity of their capital assets to become more resilient and adapt positively to change. This book is an essential resource for academics and practitioners of rural development, demonstrating that there is much we can learn from the skills of self-diagnosis and building on existing assets to enhance community capitals. This book discusses how aspects of connectedness, resilience and empowerment are intertwined in community development processes. It explicitly brings together these elements in the context of community development and well-being, helping foster an understanding of how each influences the other. With chapters contributed by scholars from around the globe, this volume provides insights into how these elements of community influence and support the quality of life of communities. While several of the chapters address the foundational and theoretical bases of community development as well as community well-being, others address topical and emergent areas of interest in community development practice and scholarship. Underscoring the chapters is an awareness of the importance of the community spirit, which is the voice and agency of people coming together to encourage social transformation. A key element of the book is also to help foster change for the better in communities. Drawing from empirical analyses, case studies, and a synthesis of best practices, this book explores how innovation manifests itself in rural places and how it contributes to entrepreneurial development and resilience. Innovation in rural places may come about as a result of new forms of collaboration; policies that leverage rural assets and address critical service or product gaps; novel strategies for accessing financial capital; infusion of arts into aspects of community life; and cultivation of networks that bridge entrepreneurs, organizations, and institutions. The frequency and severity of disasters over the last few decades have presented unprecedented challenges for communities across the United States. In 2005, Hurricane Katrina exposed the complexity and breadth of a deadly combination of existing community stressors, aging infrastructure, and a powerful natural hazard. In many ways, the devastation of Hurricane Katrina was a turning point for understanding and managing disasters, as well as related plan making and policy formulation. It brought the phrase "community resilience" into the lexicon of disaster management. Building and Measuring Community Resilience: Actions for Communities and the Gulf Research Program summarizes the existing portfolio of relevant or related resilience measurement efforts and notes gaps and challenges associated with them. It describes how some communities build and measure resilience and offers four key actions that communities could take to build and measure their resilience in order to address gaps identified in current community resilience measurement efforts. This report also provides recommendations to the Gulf Research Program to build and measure resilience in the Gulf of Mexico region.

Adaptive social protection (ASP) helps to build the resilience of poor and vulnerable households to the impacts of large, covariate shocks, such as natural disasters, economic crises, pandemics, conflict, and forced displacement. Through the provision of transfers and services directly to these households, ASP supports their capacity to prepare for, cope with, and adapt to the shocks they face—before, during, and after these shocks occur. Over the long term, by supporting these three capacities, ASP can provide a pathway to a more resilient state for households that may otherwise lack the resources to move out of chronically vulnerable situations. Adaptive Social Protection: Building Resilience to Shocks outlines an organizing framework for the design and implementation of ASP, providing insights into the ways in which social protection systems can be made more capable of building household resilience. By way of its four building blocks—programs, information, finance, and institutional arrangements and partnerships—the framework highlights both the elements of existing social protection systems that are the cornerstones for building household resilience, as well as the additional investments that are central to enhancing their ability to generate these outcomes. In this report, the ASP framework and its building blocks have been elaborated primarily in relation to natural disasters and associated climate change. Nevertheless, many of the priorities identified within each building block are also pertinent to the design and implementation of ASP across other types of shocks, providing a foundation for a structured approach to the advancement of this rapidly evolving and complex agenda.

No person or place is immune from disasters or disaster-related losses. Infectious disease outbreaks, acts of terrorism, social unrest, or financial disasters in addition to natural hazards can all lead to large-scale consequences for the nation and its communities. Communities and the nation thus face difficult fiscal, social, cultural, and environmental choices about the best ways to ensure basic security and quality of life against hazards, deliberate attacks, and disasters. Beyond the unquantifiable costs of injury and loss of life from disasters, statistics for 2011 alone indicate economic damages from natural disasters in the United States exceeded $55 billion, with 14 events costing more than a billion dollars in damages each. One way to reduce the impacts of disasters on the nation and its communities is to invest in enhancing resilience-the ability to prepare and plan for, absorb, recover from and more successfully adapt to adverse events. Disaster Resilience: A National Imperative addresses the broad issue of increasing the nation's resilience to disasters. This book defines "national resilience", describes the state of knowledge about resilience to hazards and disasters, and frames the main issues related to increasing resilience in the United States. It also provide goals, baseline conditions, or performance metrics for national resilience and outlines additional information, data, gaps, and/or obstacles that need to be addressed to increase the nation's resilience to disasters. Additionally, the book's authoring committee makes recommendations about the necessary approaches to elevate national resilience to disasters in the United States. Enhanced resilience allows better anticipation of disasters and better planning to reduce disaster losses-rather than waiting for an event to occur and paying for it afterward. Disaster Resilience confronts the topic of how to increase the nation's resilience to disasters through a vision of the characteristics of a resilient nation in the year 2030. Increasing disaster resilience is an imperative that requires the collective will of the nation and its communities. Although disasters will continue to occur, actions that move the nation from reactive approaches to disasters to a proactive stance where communities actively engage in enhancing resilience will reduce many of the broad societal and economic burdens that disasters can cause.

This book explores the intersection of community development and local capacity building as a basis for effective disaster mitigation and the alleviation of suffering in times of crisis. Beginning with the Community Development section, the process, context, and methods for community, engagement, and development can be viewed from different structural and logical approaches. This section explores some of the more relevant historical arguments, as well as more contemporary examinations. The second section looks at Critical Human and Community Considerations and sheds light on some of the key concepts that are often overlooked (poverty, race, inequality, social justice, mental health, social division) when framing community responses to disaster. The third section focuses on Fundamental Elements of Caring Communities. This section explores the importance, practical, and measurable impacts of social support, empathy, inclusion, and conflict resolution in creating effective and caring community responses. Finally, the last section focuses on practice and brings together research and theory into applied programming, examples, and evidence from on-the-ground efforts to establish caring communities that respond to local needs in times of crisis and beyond. By addressing these objectives, this book provides a more complete understanding of the essential role that community can play in disaster mitigation.
