Holman Fred Stephens (1868-1931) set himself up in the 1890s as an engineer and manager of the complete light railway as evolved by Victorian theorists to serve rural districts as yet bereft of the benefit of cheaper transport. To them, a light railway was not an assemblage of second-hand mainline equipment of dubious merit but of fit for purpose, new material. This ideal theory did not survive the near universal inability to raise sufficient capital to build and equip a light railway that would give a reasonable profit. Recourse was therefore made to the second-hand market. Stephens became a master at the art of building and running railways with the minimum of capital. The history of the mechanical performance of his railways was also nearly always handicapped with inadequate engineering facilities. This left staff struggling, often surprisingly successfully, with a menagerie of locomotive types. Limited standardisation was practised but most often expediency ruled. This gave rise to a glorious kaleidoscope of locomotives the history of each of which is outlined This variety was further colored by Stephens generally regarding a locomotive name as far more important than its number.

David Maidment has unravelled the complex history of the Johnson, Deeley and Fowler 4-4-0 locomotives of the Midland Railway and its LMS successor, covering their design, construction, operation and performance in this book with over 400 black and white photographs. It recounts their working on the Midland main lines from St Pancras to Derby, Manchester, Leeds and Carlisle, the latter via the celebrated Settle & Carlisle line, and the later work of the Fowler LMS engines on the West Coast main line. The book also describes the history of the Midland 4-4-0s built for the Somerset & Dorset and Midland & Great Northern Railways. The book covers the period from the first Midland 4-4-0 built in 1876 to the last LMS 2P withdrawn in 1962 and includes performance logs, weight diagrams and dimensions and statistical details of each locomotive.

The East Kent Railway was one of Britain's less well known light railways, a part of the Colonel Stephens group of lines, the East Kent Railway was meant to open up the newly discovered Kent coal field and help to make its shareholders wealthy, however things took a different turn, when the projected colliery's along the line did not materialise the way the promoters had first envisaged. The only colliery to produce quantities of coal being Tilmanstone near Shepherdswell, which opened in 1912. There were other pits started along the formation of the line from Shepherdswell to Wingham, but in the cases of the other pits, only the surface buildings or test shafts were constructed, before the work was abandoned. This was largely due to flooding and the poor calorific quality of East Kent coal, which had to be mixed with other coal to be effectively used. There were four colliery's completed in Kent, the East Kent Railway only served one of them and this together with the other three lasted until the latter part of the 20th century. The railway operated a loss making passenger service to Wingham and for a few years to Sandwich Road halt on the line to Richborough Port line, however the service to Wingham Canterbury Road came to an end in October 1948, after British Railways had taken control. The East Kent Railway lasted through two world wars and was nationalised in 1948, becoming part of the Southern Region of British Railways, it closed to traffic in 1984, during the coal strike.

The Shropshire & Montgomeryshire Light Railway, was one of the lines managed and operated by Colonel Holman Fred Stephens from his office in Salford Terrace in Tonbridge Kent. It was a revival of the long disused Potteries Shrewsbury & North Wales Railway, a railway that went bankrupt shortly after opening in the mid 1860s and was left derelict for forty years. The railway reopened in 1911 to much local rejoicing, however the company was in financial difficulties by the 1920s and withdrew its passenger services in the early 1930s. During the Second World War the army took over the railway, constructing ammunition and stores depots along its entire length. After the war the railway continued to be operated by the army until closed in 1960, when it was handed over to the Western Region of British Railways for demolition. The author has researched the history of this fascinating bucolic railway over many years. In this new book he presents much previously unpublished information and many fascinating insights into the railway’s complicated history.
