This paper investigates the driving forces behind the life cycles and resilience of technological clusters. It concentrates in particular on the combination of critical parameters that allows clusters to succeed in disconnecting their cycle from the cycle of the technologies they produce, in order to maintain stability and growth in unstable economic environments. Three propositions on location decision externalities, the life cycle of composite technologies, and the structural properties of knowledge networks, are developed and introduced in an inclusive study of cluster trajectories. Discussions show that resilient clusters are the ones that combine network and external audience effects in location decision-making, and evolve towards a specific core/periphery and disassortative structure of knowledge interactions along the knowledge and market phases. Understanding these pathways could be at the heart of the renewal of cluster and regional policy in a macro-economic context characterised by high instability and new growing consumer paradigms.

This book studies the determinants of cluster survival by analyzing their adaptability to change in the economic environment. Linking theoretic knowledge with empirical observations, a simulation model (based in the N/K method) is developed, which explains when and why the cluster's architecture assists or hampers adaptability. It is found that architectures with intermediate degrees of division of labor and more collective governance forms foster adaptability.

One-size-fits-all cluster policies have been rightly criticized in the literature. One promising approach is to focus cluster policies on the specific needs of firms depending on the stage of development (emergence, growth, sustainment or decline) their cluster is in. How logistics clusters can create jobs while providing companies with competitive advantage. Why is Memphis home to hundreds of motor carrier terminals and distribution centers? Why does the tiny island-nation of Singapore handle a fifth of the world's maritime containers and half the world's annual supply of crude oil? Which jobs can replace lost manufacturing jobs in advanced economies? Some of the answers to these questions are rooted in the phenomenon of logistics clusters—geographically concentrated sets of logistics-related business activities. We present a model that explains how a cluster moves through a life cycle and why this movement differs from the industry life cycle. The model is based on three key processes: the changing heterogeneity in the cluster describes the movement of the cluster through the life cycle; the geographical absorptive capacity enables clustered companies to take advantage of a larger diversity of knowledge and the stronger convergence of clustered companies compared to non-clustered companies results in a reduction of heterogeneity. We apply these processes to four stages of the cluster life cycle: emergence, growth, sustainment and decline.

This book presents the current results of research conducted in the area of clusters and cluster policy development in Central European countries with a focus on Poland, the Czech Republic, the Slovak Republic and Austria.
