This technical paper constitutes an update on the 1985 FAO publication Definition and classification of fishery vessel types, and provides descriptions and classification of the main semi-industrial and industrial fishing vessel types: trawlers, purse seiners, seiners, dredgers, gillnetters, trap setters, longliners, pole-and-line vessels, trollers, multipurpose vessels. It also features vessels supporting fishing-related activities such as fish carriers, motherships, fisheries research vessels and vessels involved in aquaculture operations. Illustrations of most vessel types and drawings of the general arrangements of selected vessels are provided.

This document elaborates the revised International Standard Statistical Classification of Fishing Gear (ISSCFG), as endorsed and adopted for implementation by the FAO Coordinating Working Party on Fishery Statistics (CWP) at its Twenty-fifth Session in February 2016 in Rome, Italy. The classification applies to commercial, subsistence and recreational fisheries in marine and freshwater fisheries. The document provides definitions and illustrations of the configuration and mode of operation of typical fishing gears. The primary purpose is to assist FAO Members, regional fishery bodies, as well as those working on fishery statistics and management, to correctly attribute and report fisheries catches made by different gear types. The document also contributes to the prevention, deterrence and elimination of illegal, unreported and unregulated (IUU) fishing by providing monitoring, control and surveillance personnel with information to identify the type of fishing gear with regard to licence and authorization to carry out fishing operations. Finally, the document also provides context and references for some contemporary conservation issues related to major fishing gear types; it can therefore be used as a reference text for students and researchers in fisheries and marine conservation.

In response to a continuing high loss of commercial fishing vessels and crews, the U.S. Congress has mandated development of new safety requirements for the industry. This volume provides a blueprint for an integrated national safety program that responds realistically to industry conditions, with priority on the most cost-effective alternatives. This techno-economic performance review of selected fishing fleets in Asia presents the findings of six country level studies of fishing fleets in Bangladesh, China, India, Indonesia, Japan and the Republic of Korea. The review includes financial and economic information of 27 major fishing fleet segments, including trawlers, gillnetters, long liners, jiggers, purse seiners, as well as pole and line fishing vessels. An analysis of the costs and earnings data of these important fishing fleet segments in Asia was carried out using national statistics of 2017 for the Japanese and the Korean fleet segments and 2018-19 survey data for the other countries. Eighty-nine percent of the 27 fishing fleet segments reported positive net cash flows. Seventy percent of the fishing fleets realized net profit margins of more than 10 percent. Eighty-one percent of the fishing fleets reported positive results in terms of their capital productivity, as theirs returns on fixed tangible assets (ROFTAs) were positive.The review shows that investments in fishing vessels and fishing operations of these major Asian fishing fleets are generally profitable. Marine capture fishing is a financially viable economic activity in all six major fishing nations included in the review. It generates enough income to cover depreciation costs, interest and loan repayments, and provides sufficient financial resources for reinvestment. Nearly 60 percent of the fishing fleets generated returns on investment (ROIs) of 15 percent and higher, which signals an attractive sector for investments. The total gross value added (GVA) of the 27 fishing fleets to the Asian regional economy was substantial and estimated at around USD 66 billion. The review also reveals a need for adequate management measures, including fleet capacity management plans, to improve the status of fish stock in the region and maintain a healthy and profitable fishing sector.

Small-scale and artisanal fisheries are vital for global food security, poverty reduction, and sustainable resource management. Despite their importance, these communities often face marginalization. Empowering both men and women in fisheries can lead to improved socioeconomic outcomes and sustainable development. Implementing fisher registries is crucial for enhancing fishers' visibility to national governments, facilitating access to benefits including social protection, collecting comprehensive data on fishers and fishworkers and aiding policy formulation. However, existing registry programmes face challenges such as low registration rates and lack of inclusivity. This guidance document aims to assist countries in establishing effective fisher registries tailored to their specific contexts. Key elements include defining fisher registries, designing them to be interoperable with other social protection information systems, and implementing and operationalizing them effectively. Interoperability with other systems is crucial for maximizing the benefits of fisher registries. Clear communication between stakeholders and flexibility in implementation are essential for success. Overall, this document serves as a practical tool for governments and stakeholders to develop or improve fisher registries, with detailed sections on design, implementation, and interoperability, along with appendices providing technical information and examples.

The paper has been designed as a handbook for Fisheries Administrators (a term used to denote those fisheries authorities responsible for decisions regarding the fisheries of their country) for their consideration when establishing, or enhancing, monitoring, control and surveillance (MCS) systems in support of fisheries management initiatives. The paper is divided into three main parts: definition and context of an MCS system; design considerations for MCS; and, MCS operational procedures. Annexes provide detailed examples of operational issues to be addressed in MCS system design and implementation.

The paper has been designed as a handbook for fisheries administrators for use when establishing or enhancing, monitoring, control and surveillance (MCS) systems in support of fisheries management initiatives. It updates the 1994 FAO Technical Paper No. 338, "An introduction to monitoring, control and surveillance systems for capture fisheries", through a review of recent international fisheries agreements and new MCS approaches involving participatory management, preventive and deterrent MCS strategies, and the importance of safety-at-sea for fishers.
