The book also shows how Tanaka and Ōhira sought to reconcile China-Japanese relations with the US-Japan Security Treaty and to continue non-governmental exchanges with Taiwan following the severing of relations. As the balance of power in Asia shifts, relations among China, Japan, and the United States are becoming increasingly important for the future of the region as well as for the rest of the world. Trilateral relationships tend to be unstable, but the dynamics of China-Japan-U.S. relations are further complicated by historical enmities, differing systems of governance, competition in the economic and security realms, and growing interdependence. Tracing the genesis of the Senkaku Islands in the memoirs of history, and its potential future, in the backdrop of the East China Sea’s brewing dispute, this book chronicles the journey of Sino-Japanese relations in the explicit context of the Senkaku Islands. The evolving power transition dynamics in East Asia render Washington the lynchpin of Tokyo’s diplomatic and security strategy, and vice versa. Conversely, China is abrasively displaying an almost predictable geo-strategic pattern and strategy of enforcing territorial claims across Asia, keeping it just below the threshold of provoking conflict, whilst testing the tenacity of existential status quoist norms. This book has four main objectives: to bring the thus far almost entirely neglected historical case of ‘the rise of Japan’ into the literature on power shifts in general and ‘the rise of China’ in particular; to propose a discourse-based conceptualization of identity for the study of economic policy that engages theoretical and methodological debates on how to overcome the dichotomy between ‘ideational’ (identity) and ‘material’ (economic) factors; to address the tendency to focus on the ‘radical Other’ in poststructuralist IR scholarship, by highlighting how heterogeneity disturbs exclusive and binary articulations of identity and difference; and to propose a method for putting political discourse theory (PDT) into practice in empirical research by drawing on rhetorical political analysis (RPA). US congressional debates on economic policy on Japan and China in 1985–2008 are analysed as examples of official US elite public discourse. The book shows that the ‘new era’ in US-Chinese relations that scholars and policymakers have been announcing since the beginning of the Trump presidency was long in the making, as it rests on longstanding discourses on the USA’s main economic competitor.
