This book critically examines the influence of International Society on East Asia, and how its attempts to introduce ‘civilization’ to ‘barbarous’ polities contributed to conflict between China and Japan. Challenging existing works that have presented the expansion of (European) International Society as a progressive, linear process, this book contends that imperialism – along with an ideology premised on ‘civilising’ ‘barbarous’ peoples – played a central role in its historic development. Considering how these elements of International Society affected China and Japan’s entry into it, Shogo Suzuki contends that such states envisaged a Janus-faced International Society, which simultaneously aimed for cooperative relations among its ‘civilized’ members and for the introduction of ‘civilization’ towards non-European polities, often by coercive means. By examining the complex process by which China and Japan engaged with this dualism, this book highlights a darker side of China and Japan’s socialization into International Society which previous studies have failed to acknowledge. Drawing on Chinese and Japanese primary sources seldom utilized in International Relations, this book makes a compelling case for revising our understandings of International Society and its expansion. Rana Siu Inboden examines China's role in the international human rights regime between 1982 and 2017 and, through this lens, explores China's rising position in the world. Focusing on three major case studies – the drafting and adoption of the Convention against Torture and the Optional Protocol to the Convention against Torture, the establishment of the UN Human Rights Council, and the International Labour Organization's Conference Committee on the Application of Standards – Inboden shows China's subtle yet persistent efforts to constrain the international human rights regime. Based on a range of documentary and archival research, as well as extensive interview data, Inboden provides fresh insights into the motivations and influences driving China's conduct and explores China's rising position as a global power.

As scholars and publics look for alternatives to what is understood as a violent Western world order, many claim that China can provide such an alternative through the Chinese dream of a harmonious world. This book takes this claim seriously and examines its effects by tracing the notion across several contexts: the policy documents and speeches that launched harmony as an official term under previous president Hu Jintao; the academic literatures that asked what a harmonious world might look like; the propaganda and mega events that aimed to illustrate it; the online spoofing culture that is used to criticise and avoid "harmonization"; and the incorporation of harmony into current president Xi Jinping’s "Chinese dream". This book finds contemporary Chinese society and international relations saturated with harmony. Yet, rather than offering an alternative to problems in "Western" thought, it counter-intuitively argues that harmony has not taken place, is not taking place, and will not take place. The argument unfolds as a contribution to wider debates on time, space and multiplicity in world politics. Offering analysis of the important but understudied concept of harmony, Nordin provides new and creative insights into wider contemporary issues in Chinese politics, society and scholarship. The global implications of China's rise as a global actor In 2005, a senior official in the George W. Bush administration expressed the hope that China would emerge as a “responsible stakeholder” on the world stage. A dozen years later, the Trump administration dramatically shifted course, instead calling China a “strategic competitor” whose actions routinely threaten U.S. interests. Both assessments reflected an underlying truth: China is no longer just a “rising” power. It has emerged as a truly global actor, both economically and militarily. Every day its actions affect nearly every region and every major issue, from climate change to trade, from conflict in troubled lands to competition over rules that will govern the uses of emerging technologies. To better address the implications of China's new status, both for American policy and for the broader international order, Brookings scholars conducted research over the past two years, culminating in a project: Global China: Assessing China's Growing Role in the World. This book considers the evolving relationship between China and the international system, and the interaction between a China of profound change in its identity, capability, and influence, and an international system that is itself experiencing a process of far-reaching transformation. It develops an analytical framework that allows us to capture, understand and explain a more dynamic pattern of agent-structure interaction in China’s relationship with the international system. By demonstrating a more dynamic and mutually constitutive relationship between China and the international system, the book explores the extent to which both transform themselves in the process, and provides a fuller and more effective assessment of the evolving nature of the relationship.
