This book provides new evidence of the theoretical and empirical causes and consequences of child labor. In so doing, the chapters provide a unique set of policy prescriptions that are applicable to both the developing countries that make up the case studies of the volume, as well as other countries more broadly. The volume is constructed to inform policy with rigorous analysis. However, unlike most academic studies, the language and flavour of the volume is largely non-technical, while the policy recommendations are practical. The volume is made up of three sections. The first section builds on the existing literature and provides new theoretical insights into child labor. Section 2 provides empirical evidence from both quantitative and qualitative case studies on child labor from across Asia, Africa and Latin America. This section provides information from studies conducted in Brazil, Cameroon, the Dominican Republic, India and Vietnam. Section 3 provides policy recommendations.

As their parents have lost jobs or income due to the pandemic and associated lockdowns, many children have entered the workforce to help their families survive. Many work long, grueling hours for little or no pay, often under hazardous conditions. Some report violence, harassment, and pay theft. Children have worked for centuries and continue to work. The history of the economic development of Europe and North America includes numerous instances of child labor. Manufacturers in England, France, Belgium, Germany, and Prussia as well as the United States used child labor during the initial stages of industrialization. In addition, child labor prevails currently in many industries in the Third World. This book examines the explanations for child labor in an economic context. A model of the labor market for children is constructed using the new economics of the family framework to derive the supply of child labor and the traditional labor theory of marginal productivity to derive the demand for child labor. The model is placed into a historical context and is used to test the existing supply-and-demand-induced explanations for an increase in child labor during the British Industrial Revolution. Evidence on the extent of childrens employment, their specific tasks and trends in their wages from the textile industry and mining industry is used to support the argument that it was technological innovation which created a demand for child labor. Certain mechanical inventions and process innovations increased the demand for child labor in three ways: increasing number of assistants needed; increasing the substitutability between children and adults, and creating work situations that only children could fill. Specific innovations in the production of textiles and in the extraction of coal, copper and tin are highlighted to show how they favored the use of child workers over adult workers. The book concludes with a look at the current situations in developing countries where child labor is prevalent. Considerable insight is gained on the role of child labor in economic development when this historical model is applied to the contemporary situation.

Impact evaluations are aimed at providing feedback to help improve the design of programs and policies. They also provide greater accountability and a tool for dynamic learning, allowing policymakers to improve ongoing programs and ultimately better allocate funds across programs. Such a causal analysis is essential for understanding the relative role of alternative interventions in reducing poverty. The papers in this section again adopt a variety of techniques. The rst two impact evaluation studies employ propensity score matching to establish, ex-post, a valid control group to assess the impact on child schooling outcomes among b- e ciaries of various interventions in Kenya and Ethiopia. The third chapter c- ries out an ex-ante evaluation of alternative cash transfer programs on child school attendance in Uruguay. The nal paper further carries out in-depth macro-modeling and micro-regression analysis to simulate the impacts of the food crisis and various policy responses, including food subsidies and cash transfers, on various dimensions of child poverty in Mali. Though using different approaches, the studies are gen- ally in agreement concerning the positive impact of the cash transfer program on child schooling and labor market outcomes. The studies from Kenya and Uruguay both nd that the schooling interventions are progressive.

This important book seeks to answer fundamental questions about child labour’s economic causes, the working conditions children endure, implications of their labour for the economic outlook of the countries concerned, and actions and policies to combat it.

Child labour is a serious and contentious issue throughout the developing world and it continues to be a problem whose form and very meaning shifts with social, geographical, economic and cultural context. While the debate about child labour practice in developing countries appears to be motivated by growing competition in labour intensive products brought about by globalization, studies on this issue are both sparse and lopsided. This important book aims to shed light on this debate by documenting the experience of South Asian developing countries which have experienced rapid income and export growth. Based on evidence from Bangladesh, India, Nepal, Pakistan and Sri Lanka, this volume aims to improve our understanding about the link between trade, growth and child labour practices, as well as management of child labour in developing countries.

Child labour in fishing

The aim of this study is two-fold. First, based on summary data at the country-level for an unusually large set of developing countries originally obtained from household sample surveys conducted between 1993 and 2003, the authors construct a detailed profile of child economic activity and child labor, attempting, wherever the data permit, to identify similarities and differences across regions and between genders. Second, they link the country-level data on child economic activity and child labor to country-level indicators of the state of economic and social development in the same time period in order to (1) ascertain if cross-country correlations previously identified in the literature are found in the data, and (2) illumine other possible correlations that may exist. As part of this exercise, the authors examine one important relationship that has thus far not been directly investigated in the literature, namely, the cross-country correlation between child labor, agriculture, and poverty.
