During the twentieth century, child care policy in British Columbia matured in the shadow of a political uneasiness with working motherhood. Working Mothers and the Child Care Dilemma examines how ideas about motherhood, paid work, and social welfare influenced universal child care discussions and consistently pushed access to child care to the margins of BC’s social policy agenda. Charting the growth of the child care movement in this province, Lisa Pasolli examines the arrival of Vancouver’s first crèche in 1912, the teetering steps forward during the debates of the interwar years, the development of provincial child care policy, the rebellious advancements of second-wave feminists in the 1960s and 1970s, and the maturation of provincial and national child care politics since the mid-70s. In addition to revealing much about historical attitudes toward women’s roles, Working Mothers and the Child Care Dilemma celebrates the efforts of mothers and advocates who, for decades, have lobbied for child care as a central part of women’s rights as workers, parents, and citizens.

Investments in education across countries in Latin America and the Caribbean have transformed the lives of millions of girls and the prospects of their families and societies. Unleashing the full economic potential of women is nevertheless still a curtailed issue in the region: just about half of women are unable to participate in paid work. The majority of the population out of the labor market is women between the ages of 24 and 45. This is the largest share of the available pool of unused human capital countries have, and where mothers of young children are concentrated. This book argues that more and better childcare constitutes a fundamental policy option to improve female outcomes in the labor market, but countries need to pay particular attention to the design and features of such services. First-rate educational programs will be useless if children are not enrolled or do not attend formal education centers. A large program expansion will be wasted if parents cannot enroll their children because they are unable to reach the center, don’t trust its quality, if the program is too expensive, or if work and care schedules are not compatible. Through an integrated framework applied to each country and an overview of the existing evidence, this book addresses the why and what questions about policy relevant instruments to achieve female labor participation. Parts I and II of the book lay out the motivation for Latin-American and Caribbean countries to act depicting their current situation both in terms of women’s labor participation and the use and provision of childcare services. Moreover, this book tackles the how question contributing to the incipient evidence about factors affecting the take-up of programs and demand for childcare services and other informal care arrangements. Part III of the book explores how to improve services and implement more and better formal, center-based care arrangements for young children. It looks at international benchmarks, discusses different experiences and proposes specific actions to solve potential inequalities in access to childcare.

In this book, the author builds on decades of complex research to examine the gender pay gap and the unequal distribution of labor between couples in the home. The author argues that although public and private discourse has brought these concerns to light, the actions taken - such as a single company slapped on the wrist or a few progressive leaders going on paternity leave - are the economic equivalent of tossing a band-aid to someone with cancer. These solutions, the author writes, treat the symptoms and not the disease of gender inequality in the workplace and economy. Here, the author points to data that reveals how the pay gap widens further down the line in women's careers, about 10 to 15 years out, as opposed to those beginning careers after college. She examines five distinct groups of women over the course of the twentieth century: cohorts of women who differ in terms of career, job, marriage, and children, in approximated years of graduation - 1900s, 1920s, 1950s, 1970s, and 1990s - based on various demographic, labor force, and occupational outcomes. The book argues that our entire economy is trapped in an old way of doing business; work structures have not adapted as more women enter the workforce. Gender equality in pay and equity in home and childcare labor are flip sides of the same issue, and the author frames both in the context of a serious empirical exploration that has not yet been put in a long-run historical context. During World War II, as women stepped in to fill jobs vacated by men in the armed services, the federal government established public child care centers in local communities for the first time. When the government announced plans to withdraw funding and terminate its child care services at the end of the war, women in California protested and lobbied to keep their centers open, even as these services rapidly vanished in other states. Analyzing the informal networks of cross-class and cross-race reformers, policymakers, and educators, Demanding Child Care: Women's Activism and the Politics of Welfare, 1940–1971 traces the rapidly changing alliances among these groups. During the early stages of the childcare movement, feminists, Communists, and labor activists banded together, only to have these alliances dissolve by the 1950s as the movement welcomed new leadership composed of working-class mothers and early childhood educators. In the 1960s, when federal policymakers earmarked child care funds for children of women on welfare and children described as culturally deprived, it expanded child care services available to these groups but eventually eliminated public child care for the working poor. Deftly exploring the possibilities for partnership as well as the limitations among these key parties, Fousekis helps to explain the barriers to a publically funded comprehensive child care program in the United States.
