At a moment when many countries of the MENA region are looking to accelerate economic growth and build more stable, open societies, this report argues that greater women’s economic empowerment holds one of the keys. It asserts that despite challenges some countries are facing in guaranteeing women equal access to economic opportunity, progress is underway and can be further nurtured through targeted, inclusive and coordinated policy actions.

It is well established that a wide range of legal impediments in countries’ domestic laws have prevented women from achieving full economic empowerment, which in turn has negative macroeconomic implications. In many countries, laws often reflect and perpetuate gender norms that limit women’s economic participation, and removal of these impediments through legal reform has been shown to be an effective method to catalyze greater participation of women in the economy—along with the related macroeconomic benefits. Once legal barriers are removed and provisions for more equal treatment under the law are embedded, the law can also be employed as a powerful tool to incentivize women to pursue equal opportunities, change mindsets regarding the role of women, and hold institutions and individuals accountable for achieving results. Accordingly, it is imperative for countries to focus on eliminating existing legal impediments and designing appropriate incentives to increase women’s participation in the economy. This paper goes beyond previous Fund work by categorizing the key sources of laws that impede women’s economic empowerment, as well as ways in which the law can be used as a tool to create behavioral changes and shifts in perceptions of women in the economy. Case studies of six countries (Iceland, Peru, Rwanda, The Philippines, Tunisia, and the United States) that rank high in gender equality in their respective regions demonstrate how legal reforms have been implemented in differing contexts to help achieve women’s economic empowerment. Given the relevance to the Fund’s mandate, the paper also notes the case for a stepped-up role for the IMF in advising on legal reforms that remove barriers to, and incentivize, women’s economic empowerment. Although this paper highlights dominant belief systems and cultural norms that have contributed to limiting the economic empowerment of women, it does not intend to render any judgment on these systems or norms.

Middle East and North Africa Investment Policy Perspectives highlights the considerable progress in investment policies made by the region’s governments over the past decade. Yet, the reform momentum needs to be sustained and deepened for the benefits of investment to be shared with society at large and for growth to be sustainable, particularly in the context of the COVID-19 pandemic and resulting global economic upheaval.

Across the Middle East and North Africa (MENA), land is scarce and valuable. Demand for land is projected to dramatically increase to meet the needs of a fast-growing urban population. At the same time, the supply of land is restricted by weak governance and climate factors, causing the quasi-exhaustion of cultivable land reserves. As a result, a crisis is looming. Yet, land continues to be used inefficiently, inequitably, and unsustainably. Land Matters identifies and analyzes the economic, environmental, and social challenges associated with land in the MENA region, shedding light on policy options and proposing paths to reform. It concludes that MENA countries need to act promptly, think more holistically about land, reassess the strategic trade-offs, and minimize land distortions. This report promotes a culture of open data, transparency, and inclusive dialogue on land, while filling major data gaps. These important steps will contribute to renewing the social contract, transforming the region economically and digitally, improving women’s land rights, and facilitating recovery and reconstruction in a context of dramatic social, political, and climatic transformation.

Growth has held up better in Egypt than in neighbouring countries until recently but inflation has reached very high levels and financing conditions have tightened along with foreign currency shortages. In this context, Egypt is stepping up economic reform efforts.

Foreign Direct Investment (FDI) provides an important source of financing in Jordan but its reform momentum needs to be sustained and deepened so that the benefits of investment can be shared more widely across society. This report examines how FDI can help Jordan meet Sustainable Development Goals in areas of productivity and innovation, job quality and skills, gender equality and decarbonisation.

Cross-cutting global and regional challenges have triggered or reinforced efforts by government in the Middle East and North Africa to undertake public governance reforms. These reforms aim to build sustainable and resilient administrations that better meet development objectives and citizens’ expectations. To support these efforts, the report looks at developments in key areas of public governance in the Middle East and North Africa over the past decade. It discusses governments’ strategic commitments, governance arrangements, capacities and practices to implement public governance reforms to achieve four main objectives: (1) growing sustainably; (2) spending public resources efficiently; (3) delivering services effectively; and (4) promoting open and inclusive societies. The report provides general strategic orientations and identifies areas of opportunity that can be adapted to different contexts, needs and priorities.

The SIGI 2021 Regional Report for Africa provides regional analysis on how discriminatory social institutions, such as formal and informal laws, social norms and practices, continue to constrain women’s empowerment and restrict their access to opportunities and rights. It gives new evidence on the impact of these discriminatory social institutions on three key dimensions of women’s empowerment across the region: their physical integrity, their economic situation and their political voice, leadership and agency.
