Synopsis Workshop on Improving Regional Ocean Governance in the United States, December 9, 2002, Hotel Washington, Washington D.C. by :
Workshop addressed these themes: diversity of regional ocean contexts in the U.S., and the major ocean and coastal problems in each region; key issues in regional ocean governance; lessons from existing efforts at regional ocean governance in the U.S. and other countries; major options for improving ocean governance in the U.S.; and desirable features of a regional ocean governance system. The use of marine protected areas (MPA) networks in a regional ocean governance context is emphasized by the participants

Synopsis Examining Effectiveness in Regional Ocean Governance Regimes by : Kateryna M. Wowk
Marine ecosystems and resources are often shared by neighboring states. Moreover, pollution, habitat degradation, and depleted resources in the world's oceans are problems that do not occur in isolation, but transcend national jurisdictions. In recognition of these problems and the plight of the marine environment, a need for the sustainable management of the ocean emerged in recent decades. Yet, due to the shared nature of this common resource, it became apparent that management must be coordinated among states. Regional ocean governance regimes were thus pursued as the appropriate unit for managing a shared ocean area - states neighboring a marine ecosystem or politically defined area began to coordinate their efforts toward mitigating regional ocean issues. The United Nations Environment Programme Regional Seas Programmes and the Large Marine Ecosystem projects, undertaken by countries bordering a Large Marine Ecosystem, and with initial funding provided by the Global Environment Facility, among others, are important regimes that have emerged to answer the call for regional governance. Today, however, in spite of a growing number of regional efforts and agreements, the global oceans community has become aware that we are falling short of meeting the goals of sustainable management and development. This study expands the knowledge base regarding the formation, dynamics, and effectiveness of regional ocean governance regimes in an effort to better understand when, how, and why these regimes work. Specifically, the research seeks to address the following: what are the "on the ground" effects of regional ocean governance regimes; to what extent do various regime features play a role in increasing or decreasing effectiveness; and which factors determine whether an existing regime becomes effective, and remains so over time? The literature review within the study investigates existing analyses of effectiveness in international environmental regimes and, further, those specific to ocean governance, to place the dissertation in the context of previous research and identify established factors in regime formation, regime attributes, and regime dynamics that play a key role in regime effectiveness. Based on the literature, definitions that guide the study are developed: (1) Regional Ocean Governance Regime - a regional ocean governance regime is a social institution composed of geographically proximate states that maintain agreed upon principles, norms, rules, procedures, and programs that govern the interactions of actors in their respective ocean area. (2) Effectiveness in Regional Ocean Governance Regimes - a regional ocean governance regime is effective when it changes the behavior of actors in a regional ocean area in such a manner that the problems and issues for which the regime was formed are solved or greatly reduced.

Synopsis Environmental Governance of the Baltic Sea by : Michael Gilek
This edited volume presents a comprehensive and coherent interdisciplinary analysis of challenges and possibilities for sustainable governance of the Baltic Sea ecosystem by combining knowledge and approaches from natural and social sciences. Focusing on the Ecosystem Approach to Management (EAM) and associated multi-level, multi-sector and multi-actor challenges, the book provides up-to-date descriptions and analyses of environmental governance structures and processes at the macro-regional Baltic Sea level. Organised in two parts, Part 1 presents in-depth case studies of environmental governance practices and challenges linked to five key environmental problems - eutrophication, chemical pollution, overfishing, oil discharges and invasive species. Part 2 analyses and compares governance challenges and opportunities across the five case studies, focusing on governance structures and EAM implementation, knowledge integration and science support, as well as stakeholder communication and participation. Based on these cross-case comparisons, this book also draws a set of general conclusions on possible ways of improving the governance of the Baltic Sea by promoting what are identified as vital functions of environmental governance: coordination, integration, interdisciplinarity, precaution, deliberation, communication and adaptability.

Synopsis The Future of Ocean Governance and Capacity Development by : International Ocean Institute - Canada
The International Ocean Institute-Canada has produced this collection of over 80 insightful essays on the future of ocean governance and capacity development. The book honors the work of Elisabeth Mann Borgese (1918-2002), preeminent ocean advocate and founder of the IOI. More than 90 leading experts explore future challenges and opportunities for ocean governance and capacity development. Major themes include the law of the sea, ocean sciences, integrated coastal and ocean management, fisheries and aquaculture, communication and negotiations, maritime safety and security, ocean energy, and maritime transportation. The essay collection is aimed at professionals, students and citizens alike – covering themes that parallel those in the annual Training Program of IOI-Canada. A leading member of the International Ocean Institute's network of centers and focal points worldwide, IOI-Canada was founded by Elisabeth Mann Borgese in 1979.

Synopsis Towards Marine Ecosystem-based Management in the Wider Caribbean by : Lucia Fanning
An approach that encompasses the human and natural dimensions of ecosystems is one that the Wider Caribbean Region knows it must adopt and implement, in order to ensure the sustainable use of the region's shared marine resources. This volume contributes towards that vision, bringing together the collective knowledge and experience of scholars and practitioners within the Wider Caribbean to begin the process of assembling a road map towards marine ecosystem based management (EBM) for the region. It also serves a broader purpose of providing stakeholders and policy actors in each of the world's sixty-four Large Marine Ecosystems, with a comparative example of the challenges and information needs required to implement principled ocean governance generally and marine EBM in particular, at multiple levels. Additionally, the volume serves to supplement the training of graduate level students in the marine sciences by enhancing interdisciplinary understanding of challenges in implementing marine EBM.

Synopsis Ecosystem-Based Fisheries Management by : Jason S. Link
Ecosystem-based fishery management (EBFM) is rapidly becoming the default approach in global fisheries management. The clarity of what EBFM means is sharpening each year and there is now a real need to evaluate progress and assess the effectiveness and impacts. By examining a suite of over 90 indicators (including socioeconomic, governance, environmental forcing, major pressures, systems ecology, and fisheries criteria) for 9 major US fishery ecosystem jurisdictions, the authors systematically track the progress the country has made towards advancing EBFM and making it an operational reality. The assessment covers a wide range of data in both time (multiple decades) and space (from the tropics to the poles, representing over 10% of the world's ocean surface area). The authors view progress towards the implementation of EBFM as synonymous with improved management of living marine resources in general, and highlight the findings from a national perspective. Although US-centric, the lessons learned are directly applicable for all parts of the global ocean. Much work remains, but significant progress has already been made to better address many of the challenges facing the sustainable management of our living marine resources. This is an essential and accessible reference for all fisheries professionals who are currently practicing, or progressing towards, ecosystem-based fisheries management. It will also be of relevance and use to researchers, teachers, managers, and graduate students in marine ecology, fisheries biology, biological oceanography, global change biology, conservation biology, and marine resource management.
