A Centre Commissioned External Review (CCER) of the International Water Management Institute, Headquarters (IWMI-HQ) was carried out in Colombo in the period 20–28 May 2003. This came immediately after the reviews of the Regional Offices (Africa–by Prof. Alaphia Wright, Asia–by Prof. A. Vaidyanathan, and South East Asia–by Dr. Beatriz P. Del Rosario). The review was undertaken within the context of the (then) ongoing IWMI review and strategic planning process for future priority setting.

This volume is an analytical summary and a critical synthesis of research at the International Water Management Institute over the past decade under its evolving research paradigm known popularly as 'more crop per drop'. The research synthesized here covers the full range of issues falling in the larger canvas of water-food-health-environment interface. Besides its immediate role in sharing knowledge with the research, donor, and policy communities, this volume also has a larger purpose of promoting a new way of looking at the water issues within the broader development context of food, livelihood, health and environmental challenges. More crop per drop: Revisiting a research paradigm contrasts the acquired wisdom and fresh thinking on some of the most challenging water issues of our times. It describes new tools, approaches, and methodologies and also illustrates them with practical application both from a global perspective and within the local and regional contexts of Asia and Africa. Since this volume brings together all major research works of IWMI, including an almost exhaustive list of citations, in one single set of pages, it is very valuable not only as a reference material for researchers and students but also as a policy tool for decision-makers and development agencies.

The Ganges is one of the most complex yet fascinating river systems in the world. The basin is characterized by a high degree of heterogeneity from climatic, hydrological, geomorphological, cultural, environmental and socio-economic perspectives. More than 500 million people are directly or indirectly dependent upon the Ganges River Basin, which spans China, Nepal, India and Bangladesh. While there are many books covering one aspect of the Ganges, ranging from hydrology to cultural significance, this book is unique in presenting a comprehensive inter-disciplinary overview of the key issues and challenges facing the region. Contributors from the three main riparian nations assess the status and trends of water resources, including the Himalayas, groundwater, pollution, floods, drought and climate change. They describe livelihood systems in the basin, and the social, economic, geopolitical and institutional constraints, including transboundary disputes, to achieving productive, sustainable and equitable water access. Management of the main water-use sectors and their inter-linkages are reviewed, as well as the sustainability and trade-offs in conservation of natural systems and resource development such as for hydropower or agriculture.

This study takes stock of the current water resources management in Armenia, including diagnosing the main sub-sectors (agriculture, urban, environment, and energy), reviewing the institutional framework and implementation status of water-sector policies, identifying the main challenges and making recommendations on the next steps.

The report aims to provide a conceptual framework to address food security under conditions of water scarcity in agriculture. It has been prepared by a team of FAO staff and consultants in the framework of the project "Coping with water scarcity - the role of agriculture", and has been discussed at an Expert Consultation meeting organized in FAO, Rome, during the period 14-16 December 2009 on the same subject. It was subsequently edited and revised, taking account of discussions in the Expert Consultation and materials presented to the meeting. The purpose of the Expert Consultation was to assist FAO to better design its water scarcity programme. In particular, the experts were requested to provide recommendations on the range of technical and policy options and associated principles that FAO should promote as part of an agricultural response to water scarcity in member countries. The document offers views on the conceptual framework on which FAO's water scarcity programme should be based, proposes a set of definitions associated with the concept of water scarcity, and indicates the main principles on which FAO should base its action in support to its member countries. At the meeting, experts were requested to review the draft document and provide feedback and recommendations for its finalization. Issues that were addressed in discussions included: 3⁄4 Water scarcity: agreement on key definitions. 3⁄4 The conceptualisation of water scarcity in ways that are meaningful for policy development and decision-making. 3⁄4 The quantification of water scarcity. . 3⁄4 Policy and technical response options available to ensure food security in conditions of water scarcity. . 3⁄4 Criteria and principles that should be used to establish priorities for action in response to water scarcity in agriculture and ensure effective and efficient water scarcity coping strategies.

In 4 out of 5 cities in developing countries, wastewater is used to cultivate perishable crops for urban markets. Such practices create a health risk but provide important livelihood benefits. This study through an analysis of 53 cities in developing countries, contributes to understanding the factors that drive wastewater use. The main drivers are (1) increasing urban water demand without wastewater treatment causing pollution of irrigation water sources; (2) urban food demand favoring agriculture close to cities where water sources are polluted; and (3) lack of cheaper, similarly reliable or safer water sources. Poverty, which constrains the infrastructure needs of urbanization, is an added factor. The study makes policy recommendations stressing on, effectively applying the WHO guidelines, linking investments in water supply with sanitation for maximum beneficial impact on water pollution, and involving actors at both the national and local level, for water quality improvements and health risk reduction

This study examines ways to increase food security, reduce poverty and achieve economic growth in sub-Saharan Africa with ‘water’ through increased participation of the private sector and publicprivatepartnerships. This report is a summary of the findings from a review of the literature and critical analysis thereof. The ‘private sector’ includes all farmers, farm households, and agriculture-based micro, small and medium enterprises (MSMEs). That is: all entities involved in crop, livestock and fish production and marketing, in post-harvest activities and food processing, and in supply chains for the goods, services and information used in the process. The study examines different types of agricultural water development and management. These include smallholder subsistence farming, cultivation of profit-oriented high-value crops, and peri-urban agriculture, as well as successful examples of private sector involvement in various functions or processes, including planning, design, construction, operations and maintenance. The spotlight on ‘water’ does not imply that other factors, such as off farm employment, market development and education, are unimportant.

Much hope has been vested in pricing as a means of helping to regulate and rationalize water management, notably in the irrigation sector. The pricing of water has often been applied universally, using general and ideological policies, and not considering regional environmental and economic differences. Almost 15 years after the emphasis laid at the Dublin and Rio conferences on treating water as an economic good, a comprehensive review of how such policies have helped manage water resources an irrigation use is necessary. The case-studies presented here offer a reassessment of current policies by evaluating their objectives and constraints and often demonstrating their failure by not considering the regional context. They will therefore contribute to avoiding costly and misplaced reforms and help design water policies that are based on a deeper understanding of the factors which eventually dictate their effectiveness.
