Care Relations in Southeast Asia: The Family and Beyond, edited by Patcharawalai Wongboonsin and Jo-Pei Tan, examines the care relations and transactions within and beyond the family network across three middle-income Southeast Asian countries, namely the Federation of Malaysia, the Kingdom of Thailand and the Socialist Republic of Vietnam at the national and sub-national level. On the national level, changes and continuity in care relations along the changing demographic, socio-economic and political contexts of each country are addressed. On the sub-national level, the complex dimensions of care relations are analyzed by looking at the attitude towards and practice of elderly and child care within, between and beyond the family system. These regional analyses are based on merged data of three most recent family surveys in Kuala Lumpur, Bangkok Metropolis, and Hanoi. Alternative and innovative policy recommendations for current and future challenges are also offered. COVID-19 has presented huge challenges to governments, businesses, civil societies, and people from all walks of life, but its impact has been highly variegated, affecting society in multiple negative ways, with uneven geographical and socioeconomic patterns. The crisis revealed existing contradictions and inequalities in society, compelling us to question what it means to return to “normal” and what insights can be gleaned from Southeast Asia for thinking about a post-pandemic world. In this regard, this edited volume collects the informed views of an ensemble of social scientists – area studies, development studies, and legal scholars; anthropologists, architects, economists, geographers, planners, sociologists, and urbanists; representing academic institutions, activist and charitable organisations, policy and research institutes, and areas of professional practice – who recognise the necessity of critical commentary and engaged scholarship. These contributions represent a wide-ranging set of views, collectively producing a compilation of reflections on the following three themes in particular: (1) Urbanisation, digital infrastructures, economies, and the environment; (2) Migrants, (im)mobilities, and borders; and (3) Collective action, communities, and mutual action. Overall, this edited volume first aims to speak from a situated position in relevant debates to challenge knowledge about the pandemic that has assigned selective and inequitable visibility to issues, people, or places, or which through its inferential or interpretive capacity has worked to set social expectations or assign validity to certain interventions with a bearing on the pandemic’s course and the future it has foretold. Second, it aims to advance or renew understandings of social challenges, risks, or inequities that were already in place, and which, without further or better action, are to be features of our “post-pandemic world” as well. This volume also contributes to the ongoing efforts to de-centre and decolonise knowledge production. It endeavours to help secure a place within these debates for a region that was among the first outside of East Asia to be forced to contend with COVID-19 in a substantial way and which has evinced a marked and instructive diversity and dynamism in its fortunes.

"The central theme of this book is the utility of bilateralism and multilateralism in Southeast Asia international relations. The intention was to examine a sufficient number of empirical cases in the Southeast Asian region since the mid-1970's so as to establish a pattern of interactions informing a wider audience of interactions unique to the region. Through these case studies, we seek to identify how this pattern of interaction compares with similar experiences elsewhere vis-a-vis the theoretical underpinnings of multilateralism and bilateralism. The United States maintains a comprehensive and robust presence throughout Southeast Asia that has grown dramatically since the 1980s. It includes the commercial, security, education and diplomatic, and other domains. America{u2019}s strengths and contributions to the region lie particularly in both hard and soft power, but the U.S. economic footprint is both broad and deep. However, this presence is not very well appreciated or reported by regional media {u2014} whereas China{u2019}s presence and influence is pervasive. Most Southeast Asian governments are often reluctant to recognize or publicize the U.S. presence or contributions to regional security, stability, and growth. America{u2019}s diplomatic engagement of ASEAN and the region has rightly been criticized for its episodic engagement, and Washington should substantially elevate Southeast Asia within its broader Asian and Indo-Pacific diplomatic priorities. Southeast Asia was made the highest priority ever for Washington during the Obama administration. While receding somewhat under the Trump administration, the region remains an important priority {u2014} but Washington must devote sustained attention to match the region{u2019}s importance to American national interests. As U.S.-China competition escalates, Southeast Asia will become an epicentre of this competition. Southeast Asian states and societies may not realize the significance of the escalating U.S.-China competition for them, as most countries are internally preoccupied and buy into ASEAN{u2019}s rhetoric of inclusive engagement of external powers. Southeast Asian countries are likely to become increasing objects of this competition, and it will be become increasingly difficult for them to ignore it. Meanwhile, Southeast Asian states and ASEAN must elevate their own emphasis and engagement with the United States. The U.S. brings many more strengths and benefits than does China and is a far more comprehensive actor in the region. In particular, it would be helpful if ASEAN and its member states would more publicly recognize the contributions and importance of the United States.

This book provides a comparative analysis of the social, economic, industrial and migration dynamics that structure women’s paid work and unpaid care work experience in the Asia-Pacific region. Each country-focused chapter examines the formal and informal ways in which work and care are managed, the changing institutional landscape, gender relations and fertility concerns, employer and trade union responses and the challenges policy makers face and the consequences of their decisions for working women. By covering the entire region, including Australia and New Zealand, the book highlights the way different national work and care regimes are linked through migration, with wealthier countries looking to their poorer neighbours for alternative sources of labour. In addition, the book contributes to debates about the barriers to women’s participation in the workforce, the valuation of unpaid care, the gender wage gap, social protection and labour regulation for migrant workers and gender relations in developing Asia.
