A number Of Officially designated public stockyards are operated under the super vision Of the Canadian Department Of Agriculture. Livestock for sale at these markets is consigned to commission firms who Operate On a fee basis. Sales are made to packers, to order buyers, and to traders. At the five larger markets the interests in the market are organized into a livestock exchange which has limited authority to regulate trading. The movement of livestock in and out of the stockyards is both by rail and by truck, with the latter of increasing importance. In general, all sales are by direct negotiations, but there is a growing movement in favor of sales by auction.
