Synopsis SME Policy Index: ASEAN 2018 by : Collectif
The SME Policy Index is a benchmarking tool for emerging economies to monitor and evaluate progress in policies that support small and medium-sized enterprises. The ASEAN SME Policy Index 2018 is a joint effort between the Economic Research Institute for ASEAN and East-Asia (ERIA), the Organisation for Economic Co-operation and Development (OECD) and the ASEAN Coordinating Committee on Micro, Small and Medium Enterprises (ACCMSME). The report is the outcome of work conducted by the ten ASEAN Member States (Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, the Philippines, Singapore, Thailand and Viet Nam). Divided into eight policy dimensions, it builds on the previous edition of the ASEAN SME Policy Index 2014. The current edition presents an updated methodology which makes this document a powerful tool to assess the strengths and weaknesses that exist in policy design, implementation, and monitoring and evaluation for SMEs, and allows for a benchmarking of the level to which the ASEAN Strategic Action Plan for SME Development (SAP SMED) 2016-2025 has been implemented. Its objective is to enhance the capacity of policy makers to identify policy areas for future reform, as well as implement reforms in accordance with international good practices. The report provides a regional perspective on recent developments in SME-related policies in Southeast Asia as well as in individual ASEAN Member States. Based on this analysis the report provides a menu of concrete policy options for the region and for the individual countries.

Synopsis G20 Inclusive Business Framework by : G20 Development Working Group
In keeping with the Turkish Presidency’s focus on inclusiveness, the G20 has strengthened its work on shared prosperity within and beyond G20 Members, as well as its engagement with low income developing countries, partners in civil society and the private sector. The G20 is a very important forum in bringing traditional donor countries and emerging and South-South development partners together, enabling its members to explore new ways to co-operate. At the G20 Antalya Summit in November 2015, the Leaders of the G20 formally endorsed the G20 Leaders’ Call on Inclusive Business, the G20 Inclusive Business Framework and called for the establishment of the G20 Global Platform on Inclusive Business. The new G20 Inclusive Business Framework, designed with the support of UNDP and the World Bank, opens up new opportunities for low-income people and communities to participate in markets. The framework will also serve as tool for the G20 engagement in the effective implementation of the SDGs. Objective The Framework defines inclusive business, sets out recommendations to enable inclusive business and presents policy options for G20 and non-G20 governments, companies, and international financial institutions to promote and support inclusive business as a means to end poverty.

The proportion of households living below the official poverty line has declined slowly and unevenly in the past four decades, and poverty reduction has been much slower than in neighboring countries such as the People's Republic of China, Indonesia, Thailand, and Viet Nam. Economic growth has gone through boom and bust cycles, and recent episodes of moderate economic expansion have had limited impact on the poor. Great inequality across income brackets, regions, and sectors, as well as unmanaged population growth, are considered some of the key factors constraining poverty reduction efforts. This publication analyzes the causes of poverty and recommends ways to accelerate poverty reduction and achieve more inclusive growth. it also provides an overview of current government responses, strategies, and achievements in the fight against poverty and identifies and prioritizes future needs and interventions. The analysis is based on current literature and the latest available data, including the 2006 Family Income and Expenditure Survey.
