The Pergau dam in Malaysia was the most controversial project in the history of British aid. Because of its high cost, it was a poor candidate for aid funding. It was provided in part to honour a highly irregular promise of civil aid in connection with a major arms deal. After two parliamentary inquiries and intense media coverage, in a landmark judgement the aid for Pergau was declared unlawful. Tim Lankester offers a detailed case study of this major aid project and of government decision-making in Britain and Malaysia. Exposing the roles played by key politicians and other stakeholders on both sides, he analyses the background to the aid/arms linkage, and the reasons why the British and Malaysian governments were so committed to the project, before exploring the response of Britain’s Parliament, and its media and NGOs, and the resultant legal case. The main causes of the Pergau debacle are carefully drawn out, from conflicting policy agendas within the British government to the power of the business lobby and the inability of Parliament to provide any serious challenge. Finally, Lankester asks whether, given what was known at the time and what we know now, he and his colleagues in Britain’s aid ministry were correct in their objections to the project. Pergau is still talked about as a prime example of how not to do aid. Tim Lankester, a key figure in the affair, is perfectly placed to provide the definitive account. At a time when aid budgets are under particular scrutiny, it provides a cautionary tale.

Security concerns increasingly influence foreign aid: how Western countries give aid, to whom and why. With contributions from experts in the field, this book examines the impact of security issues on six of the world's largest aid donors, as well as on key crosscutting issues such as gender equality and climate change.

This book studies the relationship between British government and faith groups in its international development agenda within and beyond the context of Brexit. It includes aspects of International Relations, International Development, and Religion and Politics to trace the relationship between the British government and faith groups, showing that the relationship is enhanced on three conditions: (i) the resurgence of religion in international affairs; (ii) the attitudes of politicians and political parties towards the third sector (i.e. voluntary and private sectors); and (iii) the rising prominence of the international development agenda in British politics. The third condition triggers the need to understand this relationship in the wake of Brexit. Thus, the book aims to analyze to what extent the increasing prominence of an international development agenda in British politics explains the relationship between the government and faith groups, and ultimately whether Brexit has increased the prominence of international development agenda and brought faith groups into closer relations with the government.

The Government recognises that aid spending has sometimes been controversial at home because people want to know that it is squarely in the UK's national interest. Recent crises have proved, though, why aid is so important for us as well as for the countries we assist. The 2015 Spending Review is therefore being used to fundamentally review how this budget is spent. Spending will be shaped according to four strategic objectives. The strategy sets out how, as a result of the new approach, we will: allocate 50% of all DFID's spending to fragile states and regions; increase aid spending for the Syrian crisis and the related region; end all traditional general budget support - so we can better target spending; use an expanded cross-government Conflict, Stability and Security Fund (CSSF) to underpin our security objectives by supporting the international work of the National Security Council (NSC); create a £500 million ODA crisis reserve to allow still greater flexibility to respond to emerging crises such as the displacement of Syrian refugees; fund a new £1 billion commitment to global public health (the "Ross Fund") which will fund work to tackle the most dangerous infectious diseases, including malaria. The fund will also support work to fight diseases of epidemic potential, such as Ebola, neglected tropical diseases, and drug resistant infections; and use a new cross-government Prosperity Fund, led by the NSC, to drive forward our aim of promoting global prosperity.

This new edition incorporates revised guidance from H.M Treasury which is designed to promote efficient policy development and resource allocation across government through the use of a thorough, long-term and analytically robust approach to the appraisal and evaluation of public service projects before significant funds are committed. It is the first edition to have been aided by a consultation process in order to ensure the guidance is clearer and more closely tailored to suit the needs of users.

Industrial strategy has been back on the agenda of UK policy elites since the 2008 financial crisis. How should we understand this shift? Although the evolution of human rights diplomacy during the second half of the 20th century has been the subject of a wealth of scholarship in recent years, British foreign policy perspectives remain largely underappreciated. Focusing on former Foreign Secretary David Owen's sustained engagement with the related concepts of human rights and humanitarianism, David Owen, Human Rights and the Remaking of British Foreign Policy addresses this striking omission by exploring the relationship between international human rights promotion and British foreign policy between c.1956-1997. In doing so, this book uncovers how human rights concerns have shaped national responses to foreign policy dilemmas at the intersections of civil society, media, and policymaking; how economic and geopolitical interests have defined the parameters within which human rights concerns influence policy; how human rights considerations have influenced British interventions in overseas conflicts; and how activism on normative issues such as human rights has been shaped by concepts of national identity. Furthermore, by bringing these issues and debates into focus through the lens of Owen's human rights advocacy, analysis provides a reappraisal of one of the most recognisable, albeit enigmatic, parliamentarians in recent British history. Both within the confines of Whitehall and without, Owen's human rights advocacy served to alter the course of British foreign policy at key junctures during the late Cold War and post-Cold War periods, and provides a unique prism through which to interrogate the intersections between Britain's enduring search for a distinctive 'role' in the world and the development of the international human rights regime during the period in question.

This Command Paper sets out the Government's strategy for sustainable development, taking into account the national and international developments that have occurred since its previous policy statement ('A better quality of life: a strategy for sustainable development in the United Kingdom', Cm 4345; ISBN 0101434529) published in May 1999, including devolution in Scotland and Wales and the 2002 World Summit on Sustainable Development. The strategy is based on four agreed priorities of sustainable consumption and production, climate change, natural resource protection, and sustainable communities with a focus on tackling environmental inequalities; and uses a new indicator set with commitments to look at new indicators such as on well-being. Proposals include: the establishment of a new Community Action 2020 programme; and strengthening the role of the Sustainable Development Commission to ensure an independent review of government progress, with all central government departments and executive agencies to produce sustainable development actions plans by December 2005.
