This study concludes that many aspects of delayed development are not the result of visual impairment itself, but rather of environmental variables that tend to accompany it, after summarizing and interpreting the research literature on infants and children with visual impairments.

When children and adults apply for disability benefits and claim that a visual impairment has limited their ability to function, the U.S. Social Security Administration (SSA) is required to determine their eligibility. To ensure that these determinations are made fairly and consistently, SSA has developed criteria for eligibility and a process for assessing each claimant against the criteria. Such an inquiry is self-defeating from the start, as it often begins with misconceptions and deficit-thinking about blindness and the blind child’s early motor development. Instead, this book is about the effect of movement on development and the importance of movement experiences for the development of independent movement and travel in blind children. It has a clear premise: blind children must become "active movers" if they are to become independent "travelers."

For most people, eyesight is part of everyday communication, social activities, educational and professional pursuits, the care of others, and the maintenance of personal health, independence, and mobility.
