Asian countries are not homogenous. They are in different stages of social and economic development, with cultural conditions and institutional and legal frameworks varying from one country to another. Therefore, how water can be successfully managed differs from one country to another. The book provides authoritative analyses of how water is being managed in different Asian countries, ranging from the world’s most populous countries like China and India to a city state like Singapore and an island country like Fiji. It also analyses in depth several wide ranging issues like terrorism, human rights, water-energy nexus, and roles of media, along with comprehensive discussions of legal, institutional and regulatory frameworks in an Asian water management context. The overall focus is on how water can be managed efficiently, cost-effectively and equitably in various Asian countries. This book was based on a special issue of the International Journal of Water Resources Development.

Recognizing that safe and adequate water supplies are an essential component of fighting poverty and disease, the ADB Water for All Publication series focuses on understanding the water issues facing poor people in developing countries in Asia and the Pacific region. This document summarizes both a comprehensive study on water in 18 Asian cities and a regional workshop held to present the findings of the study to representatives of civil society and the media and examine the role these groups play in finding solutions to improve access and quality of water for the urban poor.

This is a pioneering study about the relationship between fresh water, peace, and security in Asia from the Middle East to Siberia but with a special focus on South and Southeast Asia. Asia is home to many of the world's great rivers and lakes, but its huge population and booming economies make it the most water-scarce continent on a per capita basis. Over extensive irrigation, pollution, and global warming add to the demographic and economic pressures on Asia's fresh water supplies. The location of the sources for much of South and Southeast Asia's fresh water is in the Chinese controlled Tibetan Plateau, and China's increasing exploitation of these water sources have created growing geopolitical tensions that could boil over into conflict. India is reliant on fresh water from Tibet, which gives the Chinese uncomfortable leverage over India and further exacerbates their unsettled border disputes. Vietnam, Bangladesh, Pakistan, and other countries of the region also find themselves in similarly vulnerable positions where water is scarce and the sources are increasingly being exploited and polluted upstream by the continent's most powerful country. Brahma Chellaney proposes strategies to avoid conflict and more equitably share and preserve Asia's water resources.

The Asian Water Development Outlook charts progress in water security in Asia and the Pacific over the past 5 years. This 2016 edition of the report uses the latest available data to assess water security in five key dimensions: household access to piped potable water and improved sanitation, economic water security, providing better urban water services to build more livable cities, restoring healthy rivers and ecosystems, and resilience to water disasters. The region shows a positive trend in strengthening water security since the 2013 edition of the report, when 38 out of 49 countries were assessed as water-insecure. In 2016, that number dropped to 29 out of 48 countries. This study was supported by ADB’s Water Financing Partnership Facility.

The book includes seventeen excellent researched and documented papers that reflect the diversity of thought, ideas and experiences related to IWRM. They draw from an extensive, inclusive and geographically representative range of theoretical propositions and practical examples. These include the implementation status of the IWRM concept at local, basin, regional and national levels; its appropriateness for the twenty-first century; main implementation gaps from the institutional, legal, policy, governance, management and technical viewpoints; the likelihood that IWRM’s entrenchment in laws, regulations and policies has led to smoother implementation and the reasons why that has been the case; reflexions on whether the attention given to IWRM is pushing other alternatives to the policy periphery; and the new conceptual constructions that can be put forward for discussion in the international arena. For the development and water communities it is imperative to debate and reach towards more illustrative conclusions regarding whether the promotion of the IWRM concept and its actual implementation status have been beneficial for development and how the notion could evolve to achieve this end. In-depth objective and constructive discussions, arguments, proposals and ideas are put forward for analysis by all interested parties. The book has the objective of fostering scholarly exchange, encouraging intellectual debate and promoting the advancement of knowledge and understanding of IWRM as a concept, as a goal per se and as a strategy towards development goals. Water infrastructure is an essential element in water management. Together with institutions, policies and regulation, it provides basic services to growing populations, especially in developing countries, where much of the growth is taking place. In the Asia-Pacific region, for instance, populations are growing not only in size but also in affluence, straining further the existing infrastructure and demanding urgently the development of a new one. While 79% of total water use in Asia occurs in agriculture, the fastest increases in demand are emanating from industry and from urban areas. This trend is a natural consequence of the fastest industrialization and urbanization process in history. By 2030, more than 55% of Asia’s population will live in urban areas, an increase of 1.1 billion people. Nevertheless, water infrastructure is of concern not only in the global South but also in the North, where much of the drinking-water infrastructure needs upgrading or replacement, a significant undertaking as infrastructure is more than a hundred years old in many cases. The American Water Works Association estimates that changing all of the water pipes in the United States would cost more than USD 1 trillion. In this book, in-depth case studies on water infrastructure challenges and policy solutions are presented from different parts of the world. A society that intensifies and expands the use of land and water in urban areas needs to search for solutions to manage the frontiers between these two essential elements for urban living. Sustainable governance of land and water is one of the major challenges of our times. Managing retention areas for floods and droughts, designing resilient urban waterfronts, implementing floating homes, or managing wastewater in shrinking cities are just a few examples where spatial planning steps into the governance arena of water management and vice versa. However, water management and spatial planning pursue different modes of governance, and therefore the frontiers between the two disciplines require developing approaches for setting up governance schemes for sustainable cities of the future. What are the particularities of the governance of land and water? What is the role of regional and local spatial planning? What institutional barriers may arise? This book focuses on questions such as these, and covers groundwater governance, water supply and wastewater treatment, urban riverscapes, urban flooding, flood risk management, and concepts of resilience. The project resulted from a Summer School by the German Academy for Spatial Research and Planning (ARL) organized by the editors at Utrecht University in 2013. This book was published as a special issue of Water International.

To plan successfully and manage the increased uncertainties posed by likely future climate change, knowledge needs to advance much more for the water profession beyond what it is now available. Meeting these challenges does not depend exclusively on advances in climatological-hydrologic models. Policies for adaptation and strategies for mitigation measures have to be formulated on the basis of what are likely to be the potential impacts. These will have to be regularly fine-tuned and implemented according to changing needs and as more reliable knowledge and data become available. Even more challenging will be the politics of policy making and implementation, which will require a quantum leap from current policy-making and implementation processes. One can even say that, in addition to the development of more reliable models, the politics of climate change and water management remains one of the greatest uncertainties for the water profession. This book addresses water management practices and how these should and could be modified to cope with climatic and other related uncertainties over the next two to three decades; the types of strategies and good practices that may be available or have to be developed to cope with the current and expected uncertainties in relation to climate change; and the types of knowledge, information and technological developments needed to incorporate possible future climate change impacts within the framework of water resources management. Decision making in the water sector under changing climate and related uncertainties, and societal water security under altering and fluctuating climate are also discussed. Several case studies are included from several basins, cities, regions and countries in both developed and non-developing countries.
