The automation of cross-organizational business processes is one of the most important trends of the information age. Instead of a tight integration however, collaborating organizations rather strive for a loose coupling of their information systems. Supporting this objective, the Architecture of Interoperable Information Systems (AIOS) represents a means for the comprehensive description of loosely coupled, interoperating information systems and for the systematic, model-based enactment of collaborative business processes. To this aim, it combines concepts from the areas of enterprise modeling, collaborative business and Service-oriented Computing. At the core of the architecture lies the Business Interoperability Interface, which describes the information system boundaries of one organization to its collaboration partners and connects internal and external information systems. Detailed procedure models specify the usage of the AIOS; its application to an example scenario as well as prototypes that implement core aspects of the AIOS exemplify the method. This book addresses researchers as well as practitioners interested in the areas of organizational interoperability and the modeling and enactment of collaborative business processes.

Although the standards in electronic health records and general healthcare services continue to evolve, many organizations push to connect interoperability with public service and basic citizenship rights. Geographic information systems have developed rapidly in the past decade, and are now a major class of software, with applications that include infrastructure maintenance, resource management, agriculture, Earth science, and planning. But a lack of standards has led to a general inability for one GIS to interoperate with another. It is difficult for one GIS to share data with another, or for people trained on one system to adapt easily to the commands and user interface of another. Failure to interoperate is a problem at many levels, ranging from the purely technical to the semantic and the institutional. Interoperating Geographic Information Systems is about efforts to improve the ability of GISs to interoperate, and has been assembled through a collaboration between academic researchers and the software vendor community under the auspices of the US National Center for Geographic Information and Analysis and the Open GIS Consortium Inc. It includes chapters on the basic principles and the various conceptual frameworks that the research community has developed to think about the problem. Other chapters review a wide range of applications and the experiences of the authors in trying to achieve interoperability at a practical level. Enterprise Architecture, Integration, and Interoperability and the Networked enterprise have become the theme of many conferences in the past few years. These conferences were organised by IFIP TC5 with the support of its two working groups: WG 5. 12 (Architectures for Enterprise Integration) and WG 5. 8 (Enterprise Interoperability), both concerned with aspects of the topic: how is it possible to architect and implement businesses that are flexible and able to change, to interact, and use one another’s s- vices in a dynamic manner for the purpose of (joint) value creation. The original qu- tion of enterprise integration in the 1980s was: how can we achieve and integrate - formation and material flow in the enterprise? Various methods and reference models were developed or proposed – ranging from tightly integrated monolithic system - chitectures, through cell-based manufacturing to on-demand interconnection of bu- nesses to form virtual enterprises in response to market opportunities. Two camps have emerged in the endeavour to achieve the same goal, namely, to achieve interoperability between businesses (whereupon interoperability is the ability to exchange information in order to use one another’s services or to jointly implement a service). One school of researchers addresses the technical aspects of creating dynamic (and static) interconnections between disparate businesses (or parts thereof).

In the e-government research community as well as in many national e-government programs, interoperability is widely seen as a key factor in developing effective and attractive e-services. There is also agreement that interoperability encompasses not only mere technical standards and interfaces, but also includes organizational, legal, and cultural aspects. Several interoperability frameworks have been introduced on national and international levels, and recommendations have been made for the adaptation of enterprise architectures in the public sector. Common to all these approaches is their top-down deductive procedure, which does not connect very well to the real world of e-government projects. In contrast, in this volume, which is based on empirical research, the authors introduce a bottom-up inductive approach to deal with the challenges of interoperability-related governance. Based on so-called “good-practice” cases of interoperability in e-government, they derive concepts and classifications that help to uncover and assess similarities and differences between the cases. As a result, they present an empirically based conceptual framework that details the options for IT governance of interoperability in government. In addition, their findings also make it possible to critically assess and improve other existing frameworks. With this work, which combines different thematic foci as well as a European and a US background the authors situate empirical results in the broader context of theoretical and political reflection. Thus they provide insights into strategic choices for CIOs in e-government at a national or regional level, experiences and lessons learned for managers and developers in e-government projects, and a huge set of empirical data for administrative and political scientists.

Within a scenario of globalised markets, where the capacity to efficiently cooperate with other firms starts to become essential in order to remain in the market in an economically, socially and environmentally cost-effective manner, it can be seen how the most innovative enterprises are beginning to redesign their business model to become interoperable. This goal of interoperability is essential, not only from the perspective of the individual enterprise but also in the new business structures that are now emerging, such as supply chains, virtual enterprises, interconnected organisations or extended enterprises, as well as in mergers and acquisitions. Composed of over 40 papers, Enterprise Interoperability V ranges from academic research through case studies to industrial and administrative experience of interoperability. The international nature of the authorship contnues to broaden. Many of the papers have examples and illustrations calculated to deepen understanding and generate new ideas.
