Synopsis An Archipelago in a Landlocked Country by : Elisa Taber

An Archipelago in a Landlocked Country is the lyrical storytelling of fieldwork conducted in Neuland, a Mennonite colony in Paraguay's Boquerón department, and Cayim ô Clim, the neighboring Nivaklé settlement. The author was conceived in Neuland in 1990 and returned in 2013 and in 2016. This multi-sequentially read book shifts in genre from ekphrastic descriptions of 30-second films shot in Asunción, Filadelfia, and Neuland; to a short story collection inspired by metonymically translated Nivaklé myths; and finally, a novella that mythologizes the life of a third generation Mennonite woman. These three parts are not meant to be read in order. The hypertext gestures towards the omitted films and translations. This structure attunes readers to absent presences. The author's narratives render other kinds of realities--Nivaklé, Paraguayan, and Mennonite ways of being made over--and her own. This "unweaving" technique is inspired by Ñandutí--a spider web pattern created by unraveling threads from a piece of fabric.

Synopsis The Law of Territorial Waters of Mid-Ocean Archipelagos and Archipelagic States by : Barry Hart Dubner

It is a truism that the increasingly rapid movement in technology is forcing change and shift in the norms of international law. The 149 states of the Law of the Sea Conferences of the United Nations have been attempting to establish and develop adequate legal norms that will take into account the need for the orderly growth and use of the changing technological capabilities and the resulting economic development that cannot and should not be hindered by in adequate law. When such norms are identified and agreed by a substantial majority of states, they are usually set out and placed into multilateral treaties. The rules governing the resource and non-resource allocation of the oceans and the uses ofthe oceans have posed major difficulties for the development of international law for many years. The Geneva Conference of 1958 building upon the groundwork of the International Law Commission of the United Nations shaped a rough structure for a 20th Century Law of the Seas and for mulated the effort in four major international conventions. But a majority of the states failed to ratify or accede to the conventions. Even had they become effec tive as the expression of the Law of the Seas in the second half of the 20th Cen tury, there was one glaring area of omission: a conventional law for the waters of mid-ocean archipelagos and archipelagic states.

Synopsis Language Planning from Practice to Theory by : Robert B. Kaplan

Language Planning from Practice to Theory examines and reviews the field of language policy and planning. In the first section of the book language policy and planning definitions, current practices, goals and ways of thinking are discussed as a foundation for understanding current practice in the discipline. The central elements of language policy and planning practice are then described from two perspectives. In the second section, the methodology for collecting language planning data is outlined and the key cross-societal issues of language-in-education planning, literacy and economics in language planning are discussed. In the third section, case studies related to language and power, bilingualism and status and specific purpose issues in language planning are covered. The final two chapters draw together the critical issues and problems which have arisen from current practice and which must be considered in building a theory of the discipline. A reference appendix to language planning in national situations is included. The book provides the only up-to-date overview and review of the field of language policy and planning and challenges language planners to think more critically about their discipline. Since language will be planned, there is a need to consider how it will be done.
