Unlike some other reproductions of classic texts (1) We have not used OCR(Optical Character Recognition), as this leads to bad quality books with introduced typos. In that year Sir Robert Peel, then Secretary of State for Home Affairs, secured the passage of a statute which abolished the old system of watch and ward, and substituted in its place a professional police force, uni formed, under strict discipline and placed under the direct control of a commissioner responsible to the national gov ernment. This force was placed in charge of a new metro politan police district comprising the area surrounding the old city of London. This was the first modern police organization.
