This annual publication presents data on the level and composition of support and protection to agriculture, and evaluates the extent to which countries are reforming their agricultural policies. Special sections are devoted to the analysis of the 2002 U.S. Farm Act and to agri-environmental policy.

This annual report monitors and evaluates agricultural policies in 54 countries, including the 38 OECD countries, the five non-OECD EU Member States, and 11 emerging economies. This year’s report focuses on policy responses to the COVID-19 pandemic and analyses the implications of agricultural support policies for the performance of food systems.

It is a unique source of up-to date estimates of support to agriculture using a comprehensive system of measuring and classifying support to agriculture – the Producer and Consumer Support Estimates (PSEs and CSEs), the General Services Support Estimate (GSSE) and related indicators – which provide insight into the increasingly complex nature of agricultural policy and serve as a basis for OECD’s agricultural policy monitoring and evaluation.

This report is the 31st in the series of OECD reports that monitor and evaluate agricultural policies across countries, and the 6th report to include all 35 OECD countries, the six non-OECD EU Member States and a set of emerging economies.

Food systems around the world face a triple challenge: providing food security and nutrition for a growing global population; supporting livelihoods for those working along the food supply chain; and contributing to environmental sustainability. The Agricultural Outlook 2021-2030 is a collaborative effort of the Organisation for Economic Co-operation and Development (OECD) and the Food and Agriculture Organization (FAO) of the United Nations. It brings together the commodity, policy and country expertise of both organisations as well as input from collaborating member countries to provide an annual assessment of the prospects for the coming decade of national, regional and global agricultural commodity markets. The publication consists of 11 Chapters; Chapter 1 covers agricultural and food markets; Chapter 2 provides regional outlooks and the remaining chapters are dedicated to individual commodities.
