This is the first edition of the Yearbook on the African Union. It is first and foremost an academic project that will provide an in-depth evaluation and analysis of the institution, its processes, and its engagements. Despite the increased agency in recent years of the African Union in general, and the AU Commission in particular, little is known – outside expert policy or niche academic circles – about the Union’s activities. This is the gap the Yearbook on the African Union wants to systematically bridge. It seeks to be a reference point for in-depth research, evidence-based policy-making and decision-making. The Africa Yearbook has won the ASA 2012 Conover-Porter Book Award! The Africa Yearbook covers major domestic political developments, the foreign policy and socio-economic trends in sub-Sahara Africa – all related to developments in one calendar year. The Yearbook contains articles on all sub-Saharan states, each of the four sub-regions (West, Central, Eastern, Southern Africa) focusing on major cross-border developments and sub-regional organizations as well as one article on continental developments and one on African-European relations. While the articles have thorough academic quality, the Yearbook is mainly oriented to the requirements of a large range of target groups: students, politicians, diplomats, administrators, journalists, teachers, practitioners in the field of development aid as well as business people.

Since the beginnings of independence, a number of African nations have been plagued by repeated coup d'états. Within the African Union (AU), there has been a concerted effort to break this cycle through the official adoption of an 'anti-coup norm', by which the AU is mandated to suspend a member state and restore constitutional order following a coup. Supporters of this stance see it as strengthening democracy in Africa, while critics argue that it has served to prop up existing regimes. But there has been little analysis of what the AU's attempts to 'restore constitutional order' have meant for individual African states. In this book, Antonia Witt looks at the legacy of the AU's intervention in Madagascar following the 2009 'Malagasy crisis', one of the increasingly relevant yet under-researched cases of non-Western intervention in Africa. The book looks at the ways in which international intervention reconfigured the political order in Madagascar, how it facilitated the power struggle within the Madagascan elite and prevented more profound political change. It also considers what the example set by the Madagascan intervention means for the wider international order in Africa and the powers attributed to African international actors such as the AU.

This book explores regionalism in the Southern African Development Community (SADC) and highlights the influence of the European Union (EU) as an extra-regional actor on the organization and integration process. The analysis is guided by theory and explains the emergence, institutional design and performance of SADC’s major integration projects in the issue areas of the economy, security and infrastructure. It provides in this way a profound assessment of the organization as a whole. The study shows that South Africa plays a regional key role as driver for integration while external influence of the EU is ambivalent in character because it unfolds a supportive or obstructive impact. The author argues that the EU gains influence over regional integration processes in the SADC on the basis of patterns of asymmetric interdependence and becomes a ‘game-changer’ insofar as it facilitates or impedes solutions to regional cooperation problems.

Africa’s international relations have often been defined and oriented by the dominant international and geopolitical agendas of the day. In the aftermath of colonialism the Cold War became a dominant paradigm that defined the nature of the continent’s relationship with the rest of the world. The contemporary forces of globalization are now exerting an undue influence and impact upon Africa’s international relations. Increasingly, the African continent is emerging as a vocal, and in some respects an influential, actor in international relations. There is a paucity of analysis and research on this emerging trend. This timely book proposes to fill this analytical gap by engaging with a wide range of issues, with chapters written by experts on a variety of themes. The emerging political prominence of the African continent on the world stage is predicated on an evolving internal process of continental integration. In particular, there are normative and policy efforts to revive the spirit of Pan-Africanism: the 21st century is witnessing the evolution of Pan-Africanism, notably through the constitution and establishment of the African Union (AU). Given the fact that there is a dearth of analysis on this phenomemon, this volume will also interrogate the notion of Pan-Africanism through various lenses – notably peace and security, development, the environment and trade. The volume will also engage with the emerging role of the AU as an international actor, e.g. with regard to its role in the reform of the United Nations Security Council, climate change, the International Criminal Court (ICC), the treaty establishing Africa as a nuclear-free zone, Internally Displaced Persons, the Millennium Development Goals (MDGs), international trade, the environment, public health issues, security, and development issues. This book will assess how the AU’s role as an international actor is complicated by the difficulty of promoting consensus among African states and then maintaining that consensus in the face of often divergent national interests. This book will in part assess the role of the AU in articulating collective and joint policies and in making interventions in international decision and policy-making circles. The Handbook will also assess the role of African social movements and their relationship with global actors. The role of African citizens in ameliorating their own conditions is often underplayed in the international relations discourse, and this volume will seek to redress this oversight. Throughout the book the various chapters will also assess the role that these citizen linkages have contributed towards continental integration and in confronting the challenges of globalization.

The African Union (AU) aims at creating an African Economic Community (AEC) by 2034. Eight recognized Regional Economic Communities (REC) are supposed to form the building blocs of the AEC. The book shows that the Southern African Development Community (SADC) is currently the most advanced and promising REC but still behind schedule in reaching its own integration objectives. If the currently most successful of the African RECs may not achieve sufficiently deep regional integration in time then the chances to establish the AEC by 2034 are slim indeed. Combining economic and political analysis the author examines SADC, its achievements and potential in detail. Special reference is given to the impact of the Zimbabwe crisis on regional integration.

This volume of the Netherlands Yearbook of International Law (NYIL) is the fiftieth in the Series, which means that the NYIL has now been with us for half a century. The editors decided not to let this moment go by unnoticed, but to devote this year’s edition to an analysis of the phenomenon of yearbooks in international law. Once the decision was made that this would be the subject of this year’s NYIL, the editors asked themselves a number of questions. For instance: Not many academic disciplines have yearbooks, so what is the reason we do? What is the added value of having a yearbook alongside the abundance of international law journals, regular monographs and edited volumes that are published on a yearly basis? Does the existence of yearbooks tell us something about who we are, or who we think we are, or what we have to contribute to the world? These questions will be addressed both in a general and in a specific sense, whereby a number of yearbooks published all over the world will be looked at in further detail. The Netherlands Yearbook of International Law was first published in 1970. It offers a forum for the publication of scholarly articles in a varying thematic area of public international law.
