Seaweed is the biggest aquaculture product in the world, yet there are still no international standards on food safety, such as Codex standards or guidelines or EU legislation on for seaweed. In Europe there is limited experience of using seaweed, and little is known about potential risks and benefits to human health when it is consumed. Guidance is needed for both producers and public agencies to ensure food safety. A common Nordic approach is called for, in view of the differences globally and within Europe. The scope of this report covers food safety aspects of seaweed with the main focus on chemical and microbiological food hazards.

Novel food regulation is already in force in the European Community, Australia/New Zealand and in Canada. These regulations distinguish between traditional plant foods and novel plant foods, as the novel plant foods need to go through a premarket assessment procedure. This report focus on developing a proposal for definitions and criteria for determining if a plant food is traditional or novel and a proposal for an approach for the safety assessment of such plant foods with no or limited documented history of safe consumption. The report recommend to introduce a 2-step management procedure, first to establish the novelty and secondly to define and commit resources for the safety assessment, and recommend to generate and use a worldwide net of global, regional, local and ethnobotanical positive lists for food plants to guide both the decision on novelty and the safety assessment. The report recommends using the "history of use"--Concept and if the data submitted can support the claim that a product has a history of safe use, the approval can be straightforward. In Europe around 300 food plants deliver near 100% of human daily intake of plant food calories while nearly 7,000 other food plant species are used in other parts of the world. This report focuses on the situation when novel food items from these 7,000 plants are to enter the European or other regional market.

The Western Pacific Regional Food Safety Strategy 2011-2015 has contributed to good progress in food safety across the Western Pacific Region. However more than 125 million people fall ill and more than 50 000 die annually from unsafe food in the Region. Food safety is a highly complex health issue involving multiple domestic and international stakeholders. Over recent years new developments including the introduction of new technologies increasing internationalization of the food chain and demographic changes have affected food safety in the Region. The changing context of food safety affects food safety risk management as well as trust in the safety of the food supply. Food safety trust is a multifaceted issue and an outcome of effective food safety systems. At the same time it serves as an enabler for strengthening food safety systems to manage food safety risks and respond to food safety incidents and emergencies. The Regional Framework for Action on Food Safety in the Western Pacific builds on the achievement and lessons learnt from the 2011-2015 Strategy. It acknowledges the changing context of food safety and revisits the approach for strengthening national food safety systems. This includes a stronger focus on building trust and confidence in food safety systems and implementing strategic actions that create leadership partnerships competency and resources that are the necessary enablers for advancing food safety systems. The Framework provides guidance on strategic action and a stepwise approach to strengthen food safety systems to better manage food safety risks and respond to food safety incidents and emergencies. It is intended to guide national food safety authorities in implementation of strategic action to strengthen national food safety systems as well as to obtain and advocate for high-level political support to enhance food safety. It is also intended to facilitate regional cooperation among food safety authorities.
