The United States is a Pacific nation; we are linked to our Indo-Pacific neighbors through unbreakable bonds of shared history, culture, commerce, and values. We have an enduring commitment to uphold a free and open Indo-Pacific in which all nations, large and small, are secure in their sovereignty and able to pursue economic growth consistent with accepted international rules, norms, and principles of fair competition. The continuity of our shared strategic vision is uninterrupted despite an increasingly complex security environment. Inter-state strategic competition, defined by geopolitical rivalry between free and repressive world order visions, is the primary concern for U.S. national security. In particular, the People's Republic of China, under the leadership of the Chinese Communist Party, seeks to reorder the region to its advantage by leveraging military modernization, influence operations, and predatory economics to coerce other nations. In contrast, the Department of Defense supports choices that promote long-term peace and prosperity for all in the Indo-Pacific. We will not accept policies or actions that threaten or undermine the rules-based international order - an order that benefits all nations. Soon after the American Revolution, ?certain of the founders began to recognize the strategic significance of Asia and the Pacific and the vast material and cultural resources at stake there. Over the coming generations, the United States continued to ask how best to expand trade with the region and whether to partner with China, at the center of the continent, or Japan, looking toward the Pacific. Where should the United States draw its defensive line, and how should it export democratic principles? In a history that spans the eighteenth century to the present, Michael J. Green follows the development of U.S. strategic thinking toward East Asia, identifying recurring themes in American statecraft that reflect the nation's political philosophy and material realities. The second generation of Pacific historians, who began their careers in the 1970s and 1980s, is gradually fading from the academic scene. They have made fundamental contributions to the field of Pacific history, enduring in their impact, and the identity of the discipline is now firmly established. This volume is not so much about their individual research but, rather, their improbable journeys into Pacific history—why and how they came to it in the first place. Almost without exception, they did not choose Pacific history but rather stumbled into the field through serendipity. They came from forays into African, Indian, East Asian, French, British imperial, and other fields, and were enticed into Pacific history through chance or the efforts of kindly mentors. All this is evident in the values and understandings they bring to the subject. The one commonality that binds them is a love of the islands that have been the center of their lifetime work. Many distinguished Pacific historians of the last four to five decades are represented in this collection. Serendipity presents fourteen autobiographical chapters in which the contributors trace their paths as Pacific historians. They offer their sources of inspiration, supporters, and publications that shaped them as historians. With a significant focus on the importance of teaching and mentoring that they both received and provided, their writing not only illuminates their lives, but the state of Pacific history as an academic field. The experiences of the contributors are moving, replete with sorrows and regrets, as well as of achievements and satisfactions. Part of these careers were spent working in areas other than scholarship, such as high school teaching, consultancies, volunteering, teaching English as a second language, or doing menial jobs just to keep going. Serendipity is a pathbreaking form of historiography and essential to the Pacific history field.

This title was first published in 2001. This text explores the relationship between telecommunications strategic planning process (TSPP), the organization and the environment for developing an understanding of the idea of a national TSPP (NTSPP) in Thailand. The overall aim is to explore an understanding of an NTSPP by providing a detailed study of the strategic planning and practices of the Thai telecom regulators during the period from 1954 to 1996. It applies the strategic planning process principles to further the understanding of NTSPP in Thailand. By using the SPP framework, the study develops a theoretical TSPP framework for analyzing the underlying TSPP strategies within the national telecom regulators in Thailand. It also seeks to illustrate the limitations of the traditional strategic planning theory when applied to NTSPP. From a theoretical perspective, this book illustrates that a lack of formalization and consensus in Thailand's NTSPP is the fundamental backlog for the successful operation of its industry.

Indigenous Celebrity speaks to the possibilities, challenges, and consequences of popular forms of recognition, critically recasting the lens through which we understand Indigenous people’s entanglements with celebrity. It presents a wide range of essays that explore the theoretical, material, social, cultural, and political impacts of celebrity on and for Indigenous people. It questions and critiques the whitestream concept of celebrity and the very juxtaposition of “Indigenous” and “celebrity” and casts a critical lens on celebrity culture’s impact on Indigenous people. Indigenous people who willingly engage with celebrity culture, or are drawn up into it, enter into a complex terrain of social relations informed by layered dimensions of colonialism, racism, sexism, homophobia/transphobia, and classism. Yet this reductive framing of celebrity does not account for the ways that Indigenous people’s own worldviews inform Indigenous engagement with celebrity culture––or rather, popular social and cultural forms of recognition. Indigenous Celebrity reorients conversations on Indigenous celebrity towards understanding how Indigenous people draw from nation-specific processes of respect and recognition while at the same time navigating external assumptions and expectations. This collection examines the relationship of Indigenous people to the concept of celebrity in past, present, and ongoing contexts, identifying commonalities, tensions, and possibilities.

The chapters in this book provide a diverse set of topics, perspectives and formulations about educational issues in a group of important Pacific Rim countries. Each contributor explores an area of national educational importance for their particular country, taking care to locate themselves within their own national context and then to look outwards to consider the educational relevance of the Pacific Rim and, more generally, globalisation.

Security for the Pacific Century - National Strategy in a Multilateral Setting

Alfred Thayer Mahan's The Influence of Sea Power upon History (1660--1783) was one of the most influential books on military strategy in the first half of the 20th century. A core text in the naval war colleges of the United States, Britain, and Japan, Mahan's book shaped doctrine for the conduct of war at sea. Adams uses Mahan's ideas to discuss the great Pacific sea battles of World War II and to consider how well they withstood the test of actual combat. Reexamining the conduct of war in the Pacific from a single analytic viewpoint leads to some surprising conclusions about the Japanese attack on Pearl Harbor, the Doolittle Raid, the Battle of the Coral Sea, the recapture of the Philippines, and the submarine war. Naval historians and armchair strategists alike will find much food for thought in these engrossing pages.

New developments in the Asia Pacific are forcing regional officials to rethink the way they manage security issues. The contributors to this work explore why some forms of security cooperation and institutionalisation in the region have proven more feasible than others. This work describes the emergence of the professions in late tsarist Russia and their struggle for autonomy from the aristocratic state. It also examines the ways in which the Russian professions both resembled and differed from their Western counterparts.
