As the work developed, however, the attempt to limit its scope to the needs of any particular grade was abandoned, and the resolution formed to make it simply a suggestive outline and bibliography which, on the one hand, might serve as a basis of study for all grades, from the primary to the high school, while on the other hand, it depended for its value chiefly upon the ability of the teacher to expand it and to adapt it to the needs of her particular pupils.
