Since 1978, when the World Bank published its policy paper on forestry, the world's understanding of and concern about the forest sector of the developing world has increased substantially. It has become clear that forests and woodlands play an even more important economic and ecological role than had earlier been recognized. In particular, the importance of tropical moist forests in protecting biological diversity has become more fully appreciated, as has their role in the carbon cycle and in global climatic change. This outlook study focuses on the Pacific Small Island Developing States (SIDS), comprising 14 countries in the Pacific region – Fiji, Papua New Guinea, Solomon Islands, and Vanuatu (Melanesia); the Federated States of Micronesia, Kiribati, the Marshall Islands, Nauru, and Palau (Micronesia); and the Cook Islands, Niue, Samoa, Tonga, and Tuvalu (Polynesia). It examines the future prospects for forests and trees in the Pacific, providing insights into potential pathways of change and options for achieving the Sustainable Development Goals (SDGs). The study was prepared by FAO in response to a request from the Pacific Ministers of Agriculture and Forestry and incorporates information from country outlook papers, thematic studies, and various published and unpublished sources.

Having broken away from Luwu District in 2001, the Luwu Utara District Government has faced many problems in its three years of implementing decentralization. The obstacles to implementing decentralization were due mainly to the inconsistency of national laws and regulations, unclear division of responsibility and authority between district, provincial and central governments, an unfair balancing mechanism for reforestation funds between producing and non-producing districts, increased claims of tenure by local communities, low levels of public participation in decision-making processes and a lack of spatial planning at the district level. This study found that at the beginning of decentralization the district government was not very well prepared and lacked adequate human resources and facilities for taking over the management of its forests. As time progressed, the Luwu Utara District Government, especially the Forestry and Estate Crops Offi ce, strove continuously to improve its forest management capacity. However, due to a lack of resources and uncertain division of authority, many aspects of forest management are still not handled properly. By using an inclusive decision-making process for the research process, this study helped the district government and local communities to look at underlying causes of problems in implementing forestry sector decentralization in their areas and to find alternative solutions to these problems. This paper is the second update of FAO’s original report on this topic. It presents information about the contribution of the forestry sector to national economies at the global, regional and country levels. The study presents the status and trends of the forestry sector’s contribution (total employment, value-added and export earnings) in the sector and analyses the driving forces behind these trends. It updates the data and analysis to the year 2011. The study gives a reasonable estimation of the general trends in the sector at the regional and global level. However, at the level of individual countries, the use of imputed values for some figures (i.e. FAO estimates rather than published statistics) should be noted and these estimates should be treated with caution.

This national level study conducted by Asia Network for Sustainable Agriculture and Bioresources (ANSAB) and its consortium partners on behalf of the Multi Stakeholder Forestry Programme (MSFP) of Nepal, assesses and analyses the current status and future potential of developing economically viable and socially and environmentally responsible forest-based industries leading to sustainable, green and inclusive development model in Nepal. The study has prioritized forest enterprises along four major subsectors, namely, timber, non-timber forest products, ecosystem services (especially ecotourism and carbon) and forest bioenergy and developed a thorough understanding of the current status and future potential of the private sector involvement and investment in these subsectors along with the development of appropriate intervention strategies.
