This report reviews China's water scarcity situation, assesses the policy and institutional requirements for addressing it, and recommends key areas for strengthening and reform. It is a synthesis of the main findings and recommendations from analytical work and case studies prepared under the World Bank Analytical and Advisory Assistance (AAA) program entitled 'Addressing China's Water Scarcity: from Analysis to Action.' These studies focus on several strategically important thematic areas for China where additional research was needed, as identified by the research team and advisory group based on a review of pressing issues. These areas are governance, water rights, pricing, ecological compensation, pollution control, and emergency response. The approach has been to evaluate Chinese and international experience to identify policy and institutional factors that have proven effective in promoting the adoption of water conservation and pollution reduction technologies. The research was based on literature reviews, qualitative and quantitative policy analyses, household surveys, field trips, and case studies to develop feasible recommendations for a plan of action based on realities on the ground.

This is a handbook for policy makers and environmental managers in water authorities and engineering companies engaged in water quality programmes, especially in developing countries. It is also suitable for use as a textbook or as training material for water quality management courses. It is a companion volume to Water Quality Assessment and Water Quality Monitoring.

This study presents for the first time an independent and authoritative analysis of water quality management in North and South America, and discusses the practices and future implications of the impacts of the current practices in the different countries of the hemisphere. Includes in-depth case studies analyzing water quality management practices at country and state levels, especially in terms of their effectiveness and overall impact.

The appearance of this Second Edition has been encouraged by the favorable reception of the first. This has offered us the opportunity to update the materials and to expand the exposition ofour central theses concerning (1) the integration of water quantity-quality issues and the treatment of water as a multi-product commodity, with the market playing a major role in determining water quality-discriminant pricing; (2) the drawbacks of public controls, regulation and enforcement, and the need to expand privatization of water supply and of water and wastewater treatment facilities to ensure their appropriate development and modernization through increased reliance on private capital; (3) the unification and centralization of water management on the river basin level in order to handle effectively the expanding pressures for water availability, for the elimination of waterborne disease, for extensive and effective pollution abatement as well as coping with the related issues of soil erosion, siltation in streams, channels, and reservoirs, protection against distress from drought and floods, and with the myriad problems relating to the environment, recreation, and navigation. We have maintained the division ofthe book into four major parts and 12 chapters.

Scarcity of water, floods and erosion caused by climate change have made the management of water resources a challenge to national and international actors worldwide. States have also initiated water projects to improve social welfare, often with significant impacts on the environment. This book combines close analysis of the legal structures of water rights with consideration of the modes of water management projects to illustrate current water-related problems in terms of practical solutions in a global context.
