This is the first book to authoritatively assess how water management will be shaped by 2020 due to forces within and outside the water sector. It offers a pragmatic assessment arrived at by experts from different parts of the world and different fields.

Although accounting for about 20% of the global population, the People’s Republic of China (PRC) is endowed with only 7% of the world’s water resources. The country faces severe water scarcity, high levels of urbanization and population growth, and climate change. For the PRC’s continuing development, it must protect and develop its freshwater resources. This publication provides recommended policy initiatives to ensure the PRC’s 13th Five-Year Plan (2016–2020) contributes to significant improvements in national water security, particularly in extreme water-scarce provinces. Some actions proposed for increased water security are better water resources management, more cross-sector planning, deeper reform of the water pricing system, and creation of water markets.

This book is the result of a joint research effort led by the U.S. National Academy of Sciences and involving the Royal Scientific Society of Jordan, the Israel Academy of Sciences and Humanities, and the Palestine Health Council. It discusses opportunities for enhancement of water supplies and avoidance of overexploitation of water resources in the Middle East. Based on the concept that ecosystem goods and services are essential to maintaining water quality and quantity, the book emphasizes conservation, improved use of current technologies, and water management approaches that are compatible with environmental quality.

The 2020 edition of the WWDR, titled Water and Climate Change illustrates the critical linkages between water and climate change in the context of the broader sustainable development agenda. Supported by examples from across the world, it describes both the challenges and opportunities created by climate change, and provides potential responses – in terms of adaptation, mitigation and improved resilience – that can be undertaken by enhancing water resources management, attenuating water-related risks, and improving access to water supply and sanitation services for all in a sustainable manner. It addresses the interrelations between water, people, environment and economics in a changing climate, demonstrating how climate change can be a positive catalyst for improved water management, governance and financing to achieve a sustainable and prosperous world for all. The report provides a fact-based, water-focused contribution to the knowledge base on climate change. It is complementary to existing scientific assessments and designed to support international political frameworks, with the goals of helping the water community tackle the challenges of climate change, and informing the climate change community about the opportunities that improved water management offers in terms of adaptation and mitigation.

A number of large-scale, long-term water resource management strategies are underway in the western United States with timeframes for 2020, 2030, and beyond. However, short-term, less costly actions can also improve water resource conditions in the West while enhancing – not impeding – the success of longer-term projects and programs. Policymakers and water managers are encouraged to review the “Ten for 2010” action items in this White Paper and implement as many as possible over the next 3 years: 1. System interties and mutual-aid agreements in every watershed and metropolitan area. 2. Meeting realistic water conservation targets. 3. Promoting uses of recycled water where it is already available. 4. Storing more water underground at all feasible sites. 5. Water banks in every state. 6. Interstate water banks in every interstate river basin. 7. Improvements to water rights. 8. Adopting and maintaining assured water supply requirements. 9. Building the information infrastructure for more effective management. 10.Building the organizational infrastructure for more active management.

If water resources are to be distributed efficiently, equitably and cost-effectively in this rapidly changing world, then it is clear that current water management practices are no longer feasible. Innovative approaches are required to meet the increasing water demands of a growing world population and economy and the needs of the ecosystems supporting them. New approaches have to be employed at global, national and local levels. In Rethinking Water Management, a new generation of water experts from around the world examine the critical challenges confronting the water profession, including rainwater and groundwater management, recycling and reuse, water rights, transboundary access to water and financing of water.
